Job summary

RSK Group is seeking an experienced Estimator to join the estimating department in a hybrid role based in the UK. You will develop and execute tender strategies for water/highways projects, manage cost planning and BOQ take-offs, and lead a team of estimators across multiple locations to deliver compliant, competitive bids.

The role requires strong NEC4 knowledge, advanced Excel skills and a proven track record in tender submissions from £50k to £20m.

Estimator

Hybrid role; must be based at Loughborough, Rotherham or Landeilo, South Wales.

Role Overview

The jobholder is responsible for developing, implementing and executing all activity within the estimating department. The role involves maintaining and strengthening client relationships, managing the cost bid process and ensuring timely, accurate bid submissions that support company objectives and customer satisfaction.

Responsibilities

• Assist in selecting potential tender opportunities and present them to operational leads.
• Manage tender submissions ranging from £50k to £20m.
• Collaborate with the procurement department on tender requirements.
• Coordinate with the Commercial Manager on contract terms that impact tender pricing.
• Lead a team preparing submissions and cost planning for projects, adhering to estimating procedures.
• Coordinate management of BOQ/works information measurement take‑offs and checks.
• Review all tender documentation, including drawings, GI and specifications.
• Oversee the overall management of each tender, liaising with a team of estimators.
• Develop the skills and knowledge of the estimating team, providing daily guidance.
• Present tender submissions to key stakeholders and demonstrate full project understanding.
• Ensure all final estimates meet compliance and the relevant standard.
• Maintain knowledge of market rates and manage the company’s cost library.

Key Requirements & Qualifications

• Experience in the water industry and highways.
• Ability to work in a fast‑paced environment.
• Knowledge of NEC3/4 contracts, drafting notifications and managing client relations.
• Set & enforce health and safety standards.
• Experience leading a team of site workers across multiple locations.
• Strong planning, organising and workload management skills.
• Excellent customer, supplier and stakeholder relationship management.
• Good verbal and written communication skills.
• Familiarity with health and safety legislation, CDM and industry requirements.
• Awareness of employment legislation and best practice.
• Computer literacy, proficiency in MS Office Suite.
• Problem‑solving abilities and the capacity to devise solutions.
• Ability to meet targets and deadlines under challenging conditions.
• Team management skills aligned with project plans.
• Willingness to undertake training and development.
• Ability to produce complex project‑specific RAMS.
• Proficient at taking off materials from drawings and scheduling procurement.
• 10+ years estimating experience (particularly in highways and water sector).
• Strong first‑principles pricing capability for tier‑2 contractors.
• Expertise in Candy and/or Causeway and advanced Microsoft Excel skills.
• Understanding of business needs, clientele and audiences.
• Strategic marketing skills and ability to develop winning tender strategies.
• Energetic drive to grow the business.
• Comprehensive understanding of business processes, operations, PQQ and Tender Library.
• Excellent communication skills and keen attention to detail.
• Understanding of construction contracts, predominantly NEC4.

• Salary commensurate with experience.
• 42.5 hours per week (Mon‑Fri).
