Estates Project Manager

Location: Headquarters, Northallerton with travel to York and surrounding areas

Contract: Fixed term contract for 2 years. Contractually employed by NYP

Hours: Full time

Salary: PO 9-12, £50,949 - £54, 696

The Opportunity

As an Estates Project Manager, you will play a pivotal role within the Change Delivery Team. Working closely with Estates and Area Commands, you will manage, control, and coordinate the design, delivery, and implementation of large-scale construction, relocation, and refurbishment projects.

You will

Plan, manage, and deliver estates projects aligned with organisational priorities.

Maximise return on investment and performance improvement within agreed timescales, budgets, and quality standards.

Lead internal clients, contractors, and professional teams to deliver against well-defined project objectives and measurable benefits identified within the business cases.

Provide excellent customer service and demonstrate tangible value to frontline policing services.

Key Responsibilities
  • Apply professional project management methodologies (e.g., PRINCE2) to deliver construction projects under NEC/JCT contracts.
  • Drive and manage scope, cost, resources, communication, risk, procurement, and quality.
  • Produce and manage risk registers, escalating issues where necessary.
  • Manage change control processes and ensure effective governance.
  • Provide consultancy and advice on construction project management.
  • Oversee project budgets, reporting, and compliance with procurement regulations.
  • Lead and motivate project teams and contractors, ensuring accountability and performance.
  • Keep stakeholders informed, including OPFCC, Senior Management, Government clients, contractors, operational commands, and the public.
  • Ensure smooth transition to BAU, including snagging, defects resolution, and contractual closure.
  • Promote a culture of knowledge sharing and embed service-user centric delivery models.
What We’re Looking For
  • Project Management qualification (e.g., PRINCE2) with proven experience delivering complex, large-scale construction projects (£3m+).
  • Experience leading multidisciplinary teams in construction or estate management.
  • Strong knowledge of built environment, health & safety, and sustainability legislation.
  • Experience with NEC/JCT contracts and procurement processes.
  • Skilled in stakeholder engagement and benefits management.
  • Proficiency in Microsoft Project or similar software.
  • Strong problem-solving skills and ability to interpret complex information.
  • Credibility as a leader in change management, with the ability to engage and influence colleagues.
Desirable Skills
  • Experience of progressing projects through RIBA stages
  • Budget preparation, monitoring, and control.
  • Knowledge of police structures and strategies.
  • Experience working with external agencies in partnership roles.
  • Understanding of public sector financial and procurement frameworks.
