Job description
Overview

Bedfordshire Hospitals NHS Foundation Trust requires a highly motivated, reliable and flexible Estates Officer (CAD & Digital), supporting the Trust's compliance with the NHS Golden Thread and Building Safety Act. This is a key role within the Estates team, responsible for managing and developing our digital estate information to ensure the safety, efficiency, and compliance of our buildings. The postholder will oversee the creation, maintenance, and integration of CAD drawings and BIM models, ensuring accurate building data is available to support decision‑making, maintenance, and project delivery. Working closely with Estates, Capital Projects and Redevelopment teams, you will play a crucial part in improving building safety standards and driving digital innovation across the estate.

Responsibilities
  • Manage and maintain the Trust's CAD and BIM systems, ensuring accurate and up‑to‑date digital records for all estate assets.
  • Lead a team of Technicians, Administrators, and Contractors to deliver statutory, mandatory, and reactive maintenance in line with key performance targets.
  • Support the Capital Project Team in the delivery of minor projects, upgrades, and new developments.
  • Ensure compliance with building safety standards and regulations, including the NHS Golden Thread and Building Safety Act.
  • Oversee the preparation of technical specifications, tender documents, and contract management.
  • Identify and manage forward maintenance planning, including obsolete equipment or systems that no longer meet current standards.
  • Assist with energy‑saving projects and sustainability initiatives across the estate.
  • Provide support to senior management in risk management, feasibility studies, and the development of business continuity plans.

In addition, the post holder will undertake the following duties:

  1. Manage the service delivery team comprising of Team Leaders, Technicians, Administrators and Contractors, ensuring that the team undertakes all Statutory and Mandatory, Good Practice and Reactive Maintenance within the key performance indicator targets.
  2. Managing employee probation, sickness, performance and conflicts via trust policies and procedures as required.
  3. Bring to the attention of the Senior Estates Manager any non‑conformities or exceptions in a timely manner, identifying suitable mitigation measures and where appropriate identify issues for inclusion in the departmental risk register.
  4. Provide support to colleagues within Performance & Compliance and Estates Capital Projects with the preparation and operational delivery of the Trust's Capital Plan.
  5. Identify for inclusion on a forward maintenance register, any structure, fabric, plant, system or equipment that is no longer fit for purpose, obsolete or does not meet current standards.
  6. Assist in identifying and managing the delivery of cost savings and performance improvements that deliver quantifiable quality and cost benefits.
  7. To ensure all appropriate records, drawings, and electronic information is managed appropriately to ensure the safe and complaint management of the Trust's estate.
  8. Support the team in developing and implanting energy improvement schemes, working with the Sustainability Manager.
  9. Assist the Senior Estates Manager to carry out feasibility studies and financial / option appraisals; implement energy saving projects across the Trust's sites.
  10. Manage and co‑ordinate system shutdowns for maintenance, refurbishment and new‑build projects, liaising with a wide range of professionals, Clients, Medical and Departmental staff; ensuring concurrent works around the site do not give rise to conflicts or unsafe conditions.
  11. Comment on designs as necessary or required, drawing to the attention of the Senior Estates Manager any aspects which may adversely impact on the day to day management of the service if implemented.
  12. Manage the up‑keep of the Operating & Maintenance Manual Library, using database systems and scanning equipment. To manage the information for quality and accuracy entered into the Estates IT systems.
  13. Assist the Senior Estates Manager in management of the business continuity plan.
  14. Assist the Senior Estates Manager to organise, undertake or delegate investigations and surveys or specialist servicers, leading to analysis and consideration of a range of options to ensure service continuity and safe systems of work.
  15. Check archived drawings and operating & maintenance manuals for accuracy and make arrangements for inaccuracies to be corrected.
  16. Assist in the preparation of technical specifications, tender documents and other contract documentation. Report to the Senior Estates Manager any defect liability issues.
  17. Undertake Authorised Person duties relevant to core trade and or within capability and competence; ensure Team Leaders also undertake relevant AP duties as necessary or required.
  18. Act as authorised signatory to manage delegated budget and authorises payments to trust approved contractors and suppliers.
  19. Act as Duty Estates Manager in times of absence this will require autonomous decision making and working with freedom to take action within broad policies and procedures. It also requires judgement and analysis of a range of options in an urgent situation, fault finding on complex building services and equipment across Trust sites.
  20. Working with the Senior Estates Manager, produce and maintain a workforce development plan for the team(s) being managed.
  21. Propose changes to policies when digital systems are being upgraded under capital project and redevelopment team.
  22. Use analytical tools, instruments and equipment to carry out technical investigations.
  23. Assist with out of hours digital service shut downs as required.
  24. Organise and deliver HSE regulation weekly meetings, bringing incidences and near misses to discuss within the team.

Qualifications

The post holder will also have HNC/HND qualification in Engineering or Building Services Engineering, and will have significant experience in managing CAD and/or BIM systems within a large, complex estate (preferably healthcare, education, or public sector).
