EPRR Manager

EMAS is pleased to announce an exciting opportunity for the posts of 'EPRR Manager'. The role is diverse, complex, and challenging, that includes a mixture of planning and organising, developing and maintaining close working relationships both internally and externally, together with fulfilling the role of expert advisor on all aspects of EPRR.

The successful candidate will have experience within the field of emergency management and business continuity and be instrumental in delivering the EPRR core standards.

This role is suitable for applicants who have the essential skills detailed with the job description. The position will have full leadership and development support from the Head of EPRR, notwithstanding the autonomy expected and afforded to the role.

Main duties of the job

• Ensuring the East Midlands Ambulance Service can effectively manage "an event or situation which threatens serious damage to human welfare in a place in the UK, or war or terrorism which threatens serious damage to the security of the UK" as stated in the Civil Contingencies Act.
• To ensure the Trust is compliant with all applicable EPRR doctrine and contractual standards and can evidence this through robust governance procedures.
• To fulfil the role of expert advisor for the Trust in all aspects of EPRR including CBRN preparedness and response as part of the EPRR Team.
• To prepare, develop, test, and evaluate plans for specific threats and events as identified by the Trust or local community risk registers.
• To actively participate in multi-agency forums to ensure that there are robust arrangements in place that enable the efficient and effective ambulance service response in the event of a specialist or major incident, including event planning.
• To provide, as required, appropriate assistance and specialist NILO advice to commanders at Operational, Tactical, and Strategic command levels.
• To remain up to date with local, regional, and national civil contingencies issues and developing strategies and to research and make recommendations to develop or adapt policy or practice as required to the Head of EPRR.
• Assist in the planning, delivery and debriefing of internal and multi-agency training, exercises, and awareness sessions for supporting the EPRR activities.

About us

The EPRR team is a small team, working directly with many different departments within the Trust. There are 8 EPRR Managers working across the 5 Divisions of the Trust, EOC, Business Continuity and Command Education. The location of the post will be discussed at interview, but will be primarily based in Northamptonshire.

There is a requirement to travel to different locations within the Trust and to external partners for visits and meetings.

Job responsibilities

• The role is extremely variable and good time management and organisation skills are essential.
• To prepare, implement, test, and evaluate the Emergency plans for East Midlands Ambulance Service NHS Trust.
• To assess the risks associated with public events occurring within or impacting upon the Trust area and to contribute to the licensing arrangements where appropriate. Evaluate and plan for any special medical arrangements required, including liaison with the Safety Advisory Groups.
• Ensuring that the Trust Major Incident Plan and other key plans are compatible with other health and Emergency service plans and meets the statutory requirements of the Civil Contingencies Act 2004.
• To plan and co-ordinate multi-agency exercises to enable the Trust to test its emergency plans and associated procedures.
• Ensure as far as is reasonably practical the competence of the Trust staff and managers to deal effectively with emergency incidents.
• Support the Trust preparedness for responding to, and mitigating the effects of and Chemical, Biological, Radiological or Nuclear (CBRN) or Hazardous Materials (Hazmat) incident.
• Ensure the Trusts capacity and preparedness to deal with High Consequence Infectious Disease and Pandemics.
• In liaison with the Trust Business Continuity Manager, contribute to the Trust Business Continuity delivery within divisions.
• Produce, update, and liaise with partner agencies on site-specific plans in accordance with national and statutory requirements.
• Represent the Trust at multi-agency EPRR meetings as required.
• Prepare and propose updates to any Trust plan to ensure the Trust remains compliant with relevant legislation and EPRR best practice.
• Participate in the EPRR NILO on-call rota to provide specialist support and advice to incident commanders in the event of major or specialist incidents.
• Produce and update site specific plans in line with Control of Industrial Major Accident Hazards (CIMAH) and Control of Major Accident Hazards (COMAH) regulations.
• Liaise with divisional operational management teams on all EPRR related matters.

Person Specification

Qualifications

• Educated to a Degree level or equivalent experience
• Qualified / willing to undertake Diploma in Health Emergency Preparedness, Resilience and Response
• Qualified / willing to undertake training to become a NILO.
• State Registered Paramedic or qualified as an Ambulance Technician
• Experience of CBRN and other specialised ambulance working or activities.

Experience

• 2 Years of Tactical (or equivalent) command experience
• Thorough knowledge of current best practice and emerging threats including standards such as ISO 22301
• Experience of preparing and writing reports
• Proven experience in dealing with complex issues
• Experience of working under pressure
• Experience of working in a multi-disciplinary and multi-agency environment.
• Experience of development and management of Service Level Agreements including methods and techniques for reporting and managing progress against plan.
• Experince of presenting to multi-disciplinary audiences
• 2 Years of Operational (or equivalent) command experience
