Job description

To manage and develop a wide range of systems of work and provide high level technical services to enable the safe, efficient and effective maintenance of the mechanical and electrical services and equipment within the hospital. To ensure that the Hospital Building, Fabric, Plant, Services and Equipment are maintained to a high standard to ensure continued efficiency, safety and reliability and to safeguard the future long term serviceability of the Estate as contractually required by Serco, Octagon and the Norfolk & Norwich NHS Trust. To ensure safety at all times. To assess all aspects of tasks at all times and take appropriate actions. To know when to request advice or assistance. To understand own limitations. To balance and prioritise the work load with the Workforce. To interpret Statutory, Mandatory and Best Practice documentation relevant to the Estates Function.

Main Accountabilities
  • To manage and develop Estates Policies and Procedures
  • To hold Authorised Person Status in at least one discipline
  • To organise and coordinate critical maintenance shutdowns
  • To carry out high level maintenance, repair, commissioning or calibration to a wide range of Plant, Services or Equipment
  • To interpret Statutory, Mandatory and Best Practice documentation and implement compliant procedures
  • To ensure that all work is carried out in accordance with all relevant Serco Policies & Procedures, Work Place Regulations and Best Practice Guidelines
  • To manage, develop and review Health & Safety systems, work instructions and working practices
  • To actively participate in the operation and development of the Computerised Asset & Labour Control System
  • To take part in various Estates Audits
  • To ensure that Estates Staff are adequately trained for required tasks
  • To monitor working standards of Estates Staff
  • To issue Permits to Work to, and monitor the work of Sub Contractors
  • To manage certain Sub Contracts
  • To work in a safe and responsible manner with full regard for own and other's safety at all times
  • To be prepared to attend work or work beyond expected finishing time in exceptional circumstances
  • To be prepared to carry out Technician's and Craftsperson's duties in the event of certain maintenance shutdowns
  • To attend on-site and off-site training as required
  • To be aware of how the Engineering Officer's Role influences Serco's Norfolk & Norwich Contract and the wider company objectives
Qualifications
  • Completion of a recognised appropriate Engineering or Electrical Apprenticeship or other relevant structured Training Program
  • Appropriate City & Guilds and or BTEC certification
  • Proven experience of working in a similar environment
  • Knowledge and understanding of Building Services
  • Good People management skills
  • Good communication and customer service skills
  • Computer literacy
