Role

We are recruiting an Energy Programme Officer within the Strategic Asset Management team in Housing Services.

The Energy Programme Officer will work with the Energy Programme Manager and Sustainability Performance Manager to develop and deliver the Housing Retrofit Plan (forming part of the Council’s wider Asset Management Strategy). This will guide our approach to improving the energy performance of Hackney’s existing council housing stock. The team will pursue the Council’s objective to improve council homes to EPC Band C and broader net zero ambitions, and ensure compliance with relevant safety regulation and energy standards.

The Energy Programme Officer will support the procurement, planning and delivery of key programmes including the Warm Homes Social Housing Fund and heating system improvements and decarbonisation. The Energy Programme Officer will engage with residents, contractors and other teams within Hackney Council to create homes that are more sustainable, healthier, more comfortable and more affordable to operate. This will be achieved through installation of fabric measures (e.g. insulation), solar PV, batteries and electrified low carbon heating systems. The team will monitor and analyse the impact of installations on heat loss and demand, energy use, carbon emissions, indoor air quality and damp and mould.

The Energy Programme Officer will support feasibility studies to ensure that our approach to decarbonisation is evidence-led, suitable for each housing archetype and considers residents’ energy costs.

The Energy Programme Officer will use modelling software to understand the current energy performance of our council housing stock and plan improvements.

The Energy Programme Officer will regularly collect and organise data on programme delivery and report to internal and external stakeholders such as the Warmer Homes London Partnership.
