A leading recruitment agency in Northern Ireland is seeking an Energy, Environmental and Sustainability Manager. You will play a key role in managing energy and environmental activities for the Trust and ensuring compliance with all statutory obligations. The ideal candidate possesses a degree in a relevant field and has significant experience in energy management strategies. This temporary role offers £23.60 per hour for 37.5 hours weekly, based at NIAS HQ in Belfast.

Qualifications

  • 3 years energy/environmental management experience required.
  • Ability to lead and manage multiple parties and third-party vendors.
  • Knowledge of energy/environmental management systems (ISO 50001 / ISO 14001).

Energy, Environmental and Sustainability Manager

The post holder will be a key member of the Specialist Services Team within Estate Services and will be expected to play a full role in the provision, development and management of all Energy/Environment related activities within the Trust.The post holder will be technically and professionally responsible to the Head of Specialist Services for:Ensuring and complying with all Statutory Standards, Codes of Practice, Health & Safety Guidance, Health Technical Memoranda, Building Notes and other Government Agencies and Local Authority requirements. Including inter alia, Capital Investment Manual, Standing Financial Instructions and Trusts Tendering Procedures.

Responsibilities
  • Provide specialist knowledge and experience of energy management, environmental management, sustainability management, utilities procurement and take the lead role in ensuring the Trust meets its statutory obligations in these areas.
  • Implement, review, and develop a comprehensive Environmental Management Strategy to ISO 14001:2004 making modifications and improvements as necessary and provide the focus for the environmental management team.
  • Manage legislative requirements relating to Energy and the Environment e.g., Energy Management Strategy and Action Plan to 2030 for NI Central Government and / or Net Zero Strategy (non-exhaustive).
  • Act as the Trust’s Nominated Environment Management Officer.
  • To provide expert advice on the NIAS Estate Strategy.
  • Implement, review, and develop a Sustainability Strategy for the Northern Ireland Ambulance Service Trust.
  • Manage and maintain the electronic energy, water and effluent automatic monitoring and targeting system as required to meet the reporting needs of the Trust and Department of Health.
  • Monitor energy consumption and identify targets for improvements. Develop funding bids through Trust Capital and Invest to Save to realise funds for implementation of projects.
  • Manage the Heat, Light, Power and Water budget, providing financial forecasting using computer modelling and trend analysis information to the Trust’s Finance Department to assist with budget monitoring process.
  • Analyse and review complex utility tariffs and supply contracts to ensure the most cost effective and optimum arrangements are in place at all times.
  • Act as Authorised Signatory for all invoices relating to Heat, Light, Power and Water budget.
  • Negotiate with procurement organisations and Utility Companies with regard to utility contracts for the Trust.
  • Manage contracts to ensure the smooth delivery of all works, goods and services, enabling optimum efficiency of energy and environmental management for the Trust.
  • Prepare the Trust’s regular consumption and conservation reports in formats that are meaningful to Estates and Non-Estates Staff.
  • Liaise with Heads of Departments on the control of energy, including costs, good housekeeping measures and promoting energy awareness issues.
Skills and Qualifications

  • Applicants must possess a University Degree in Mechanical, Electrical or Building Services Engineering, or similar related to the Built Environment, together with 3 years energy/environmental management experience.
  • OR
  • A HNC/HND in Mechanical Engineering, Electrical Engineering or Building Services Engineering.
  • Together with 5 years energy/environmental management experience
  • AND
  • Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.
  • This criterion will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of the post
  • Ability to lead and manage multiple parties and third-party vendors on high profile and technically innovative solutions.
  • Ability to analyse and interpret complex data.
  • Ability to drive change successfully throughout the organisation.
  • Ability to hold individuals, teams and suppliers to account.
  • Ability to develop business cases and provide Post Project Evaluations.
  • Experience in the use of Microsoft Office applications including Word Processing, Spreadsheets, Databases & Presentation Graphics.
  • Up-to-date knowledge of energy conservation, sustainable development and environmental management techniques, including investment appraisal techniques, whole life costing and discounted cash flow projections.
  • Knowledge of energy / environmental management systems i.e. ISO 50001 / ISO 14001.
  • Knowledge of computer software for monitoring and targeting, data processing and presentation of information, including but not limited to, Microsoft Office.
  • Working knowledge of current health and safety, energy and environmental legislation, industry standards, procurement and contracting procedures.
  • Knowledge of Health & Personnel Social Services Policies & procedures in relation to Estates Management.
