A leading global real estate firm is seeking an EMEA HSSE Manager to implement and manage health, safety, security, and environmental programs across the region. The role requires experience in regulatory compliance and risk management, as well as strong communication skills. The EMEA HSSE Manager will support the implementation and ongoing management of comprehensive health, safety, security, and environmental programs across JLL's European, Middle Eastern, and African operations. This role ensures compliance with regional regulations, assists in continuous improvement initiatives, and supports business objectives while maintaining the highest standards of workplace safety and environmental stewardship.
Strategic Support & Program Implementation Support the execution of regional HSSE strategies aligned with global JLL standards and local regulatory requirements. Assist in developing policies, procedures, and best practices that address the diverse regulatory landscape across EMEA markets. Monitor key performance indicators and metrics to measure HSSE effectiveness and support continuous improvement initiatives.
Compliance & Risk Management Monitor compliance with all applicable health, safety, security, and environmental regulations across EMEA jurisdictions. Assist in conducting regular risk assessments and audits of JLL facilities and client sites. Support the maintenance of emergency response procedures and business continuity plans. Coordinate with legal and compliance teams to address regulatory changes and potential exposures.
Stakeholder Support & Training Coordination Collaborate with regional management, property management teams, and business line managers to integrate HSSE considerations into operational decisions. Coordinate and deliver training programs for employees, contractors, and clients. Serve as regional HSSE contact for clients and regulatory bodies across assigned markets.
Incident Support & Investigation Support incident reporting, investigation, and corrective action processes. Assist in analyzing trends and root causes to prevent recurrence. Support crisis response and communication with internal stakeholders and external authorities. Maintain detailed records and ensure timely reporting to global HSSE management.
Vendor & Contractor Coordination Support the establishment of HSSE requirements and qualification criteria for contractors and service providers. Assist in conducting performance evaluations and compliance monitoring. Coordinate contractor safety orientation and ongoing training programs.
Education & Certifications
Bachelor's degree in Occupational Health & Safety, Environmental Science, Engineering, or related field. Professional certifications such as NEBOSH International Diploma, IOSH Managing Safely, or equivalent regional qualifications required. Advanced degree preferred.
Experience
Minimum 5-7 years of HSSE experience, with at least 3 years supporting multi-country or regional operations. Experience in commercial real estate, facilities management, or related industries preferred. Demonstrated ability to support HSSE programs across diverse regulatory environments.
Technical Competencies
Working knowledge of EMEA health, safety, and environmental regulations including EU directives and local country requirements. Familiarity with HSSE management systems, risk assessment methodologies, and audit processes. Understanding of incident investigation techniques and root cause analysis. Basic knowledge of security management principles and emergency response planning.
Language & Communication Skills
Fluency in English required. Additional European languages highly preferred. Strong written and verbal communication skills with ability to interface with management and external stakeholders. Good training and facilitation capabilities.
Experience with integrated management systems (ISO 14001, ISO 45001, ISO 9001). Background in construction safety management and contractor coordination. Knowledge of sustainability and ESG reporting requirements. Previous experience in professional services or real estate industry.
