The Oil and Pipelines Agency is hiring an EHS Advisor to be based on-site at Finnart OFD, Helensburgh, to ensure safe, compliant operations under UK regulations and COMAH requirements.
You will act as SME to Depot and Project Managers, support HSSE activities, audit site systems, and drive risk management through the SMS, ISO 45001/14001, and ALARP principles.
Travel to other sites may be required, and a full driving licence is preferred.

We are looking to appoint an EHS Advisor on a permanent basis, to be based onsite at our new Finnart OFD (Oil Fuel Depot), located at Helensburgh, Argyll & Bute. To act as the SME to our Depot and Project Managers, ensuring Finnart operates safely, sustainably, and in strict alignment with UK regulations.
This newly created role will support our new site activities, as well as audit the site and its systems, as we continue to improve and maintain Finnart becoming fully COMAH compliant.
The successful postholder will provide EHS support overing occupational health, safety, environmental and risk management, through the application of risk management tools, provision of HSSE advice, incident investigation, auditing of contractor activity, and support the implementation of the organisations’ SMS (Safety Management System). To support the sites activities and audit the sites and systems that drive the organisation towards becoming COMAH compliant.
The OPA operates within the Major Accident Hazard industry and is engaged in the delivery and oversight of safety critical activities. This role will require the post holder to build strong positive and creditable working relationships with all stakeholders both internal and external.
The ability to liaise with people of differing levels ranging from the Competent Authority (HSE/EA/SEPA), OPA Management and Leadership Teams to site operatives is essential.
As some occasional travel other sites may be required, candidates will need a full (preferably clean) driving licence.

Preferably an Engineering graduate holding NEBOSH qualifications, with a minimum of 2 years’ experience in a health and safety role within a COMAH regulated environment, with the ability to work independently and as part of a team.
You’ll need to be experienced in most aspects of occupational EHS, knowledge of CDM, and a strong awareness of process safety, with a thorough understanding of the regulatory aspects of MAHs as these relate to tank storage operations and COMAH regulatory requirements.
