Job Description

The post holder will be responsible for managing a number of complex, high‑cost, or high‑risk IT projects which will drive and enable change. They will liaise with key stakeholders from across the trust and manage the IT Project Management portfolio, working closely with other programmes. The post holder will also have responsibility for the coordination and management of the e‑health Project Management Team, ensuring that projects are managed, supported, delivered on time, delivering quality and to budget, ensuring all project documentation is developed and maintained including but not limited to:

  • Project Brief
  • PID
  • Project Plan
  • Risks and Lessons Log
  • Highlight and Checkpoint Reports

The role requires a professional project management approach that involves considerable responsibility for the coordination of projects and activities in accordance with customer needs, supplier capability and national and local standards and requirements.

Responsibilities & Duties
  • Responsible for the effective delivery of all IM&T projects across all the IM&T project programme of work.
  • Lead and develop a coordinated Project Management approach for adaptation across the whole ELHT organisation in respect of Informatics related projects.
  • Coordinate and develop, alongside the Senior Programme Office Lead for service development new policies and procedures to optimise project delivery.
  • Responsible for developing and delivering assigned projects or supporting projects that deliver the e‑health strategy and any additional requirements as directed by the Senior Informatics Team.
  • Promote a team ethos and high standards both individually and as a team, in the achievement of IM&T objectives and priorities.
  • Lead on the delivery of the assigned projects, managing all IT work streams to ensure that the project is developed on time and to budget.
  • Responsible for the Informatics Project Team departmental budget, authorising expenditure and with accountability for expenditure within the team.
  • Maintain the allocated project budgets, authorising and reporting on spend to the Chief Information Officer and Assistant Director of Systems.
  • Manage highly complex, sensitive and sometimes contentious communications for both the overall project and between different work streams, conveying service concepts clearly to a wide range of internal and external stakeholders.
  • Manage relationship between Project stakeholders, Clinical Staff and suppliers during project delivery to ensure positive communication between the trust and supplier is maintained across all work streams.
  • Maintain a positive focus and be able to effectively manage any resistance to change, breaking down barriers and resistance to aid the delivery of the project.
  • Engage with the project sponsors and leads to ensure a robust project management approach is in place to progress and successfully deliver project objectives.
  • Test and challenge work streams to gain assurance that each work stream will fulfil its objectives.
  • Work with the Head of System Support to provide status updates on the projects delivery.
  • Coordinate and provide project information, reporting on progress and slippage against agreed milestones.
  • Develop and maintain effective communications with ELHT staff and work stream leads, employing skills of motivation, persuasion and negotiation.
Training & Development
  • Co‑ordinate training for projects in conjunction with the Training and Resource Manager.
  • Ensure effective change management of processes is implemented across the IM&T project portfolio.
  • Responsible for staff training and development as well as effective induction processes.
  • Delegate responsibility for project team staffing costs including both permanent, fixed‑term contract.
  • Accountable for the day‑to‑day management of project team members as appropriate.
  • Set targets for the project team staff which performance can then be monitored against.
Professional Responsibilities
  • May be required to develop and submit business cases with delegated authority for approved project budgets.
  • Ensure all projects follow recognised standards (e.g. PRINCE2) and trust standards for project control, with a complete project and resource plan, agreed reporting milestone and reporting tolerances, and that these plans are kept up to date.
  • Review project processes and performance and ensure that lessons learned are documented and shared with similar projects across the trust.
  • Maintain up to date knowledge of ELHT issues and consider their relevance to current and future projects.
  • Work effectively with trust e‑health boards, project teams, trust staff and other stakeholders to understand and resolve project issues where they occur.
  • Identify and initiate appropriate changes to projects, with agreement from the relevant board.
  • Establish and maintain relationships with functional leads, other project managers, project stakeholders, managers, clinicians and suppliers.
  • Develop and agree with the users and suppliers a communication plan, and ensure that all those involved are clearly communicated with using that agreed plan.
  • Analyse and communicate the impact of project(s) and work with organisation to address the change management implications needed to achieve project deliverables.
  • Participate and assist in the work of Internal Audit to provide assurance to the Trust that Incidents and Problems are being appropriately resolved and managed.
  • Use own initiative to undertake investigate and implement solutions that could support the improvement of existing systems and processes.
Essential Qualifications
  • In‑depth professional experience of working in a customer/user‑centric environment where there is a focus on project delivery and leveraging IT to provide real benefits to users.
  • In‑depth professional experience of delivering IT projects in a partnership working environment.
  • Experience of successfully managing complex technical and cultural change projects and delivery of planned benefits.
  • Understanding of the health and/or social care sector.
  • Educated to Masters level or equivalent level of experience of working at a senior level in a specialist area.
  • Complete annual appraisals for direct reports and ensure staff have access to appropriate training and development.
  • Evidence of keeping up to date with technology and information usage techniques.
  • Educated to degree level or equivalent.
  • Current Project Management qualification PRINCE2 Practitioner level.
  • Evidence of continuing professional development, specialist knowledge of IT change management.
  • Experience of leading a team and working across a range of clinical/departmental areas.
  • Effective interpersonal and communication skills.
  • Experience in dealing directly with stakeholders and customers.
  • Up to date awareness of NHS national and local IM&T and business initiatives.
  • Effective project and action planning skills.
  • Proven track record of successfully managing high‑profile diverse projects gained over at least 3 years.
  • Proven experience in people management.
  • Proven experience in risk management.
  • Excellent interpersonal and communication skills.
  • Experience in dealing directly with stakeholders and customers.
  • Experience of delivering IT projects in a partnership working environment.
