E&F Business Director

The Business Director (E&F) will provide comprehensive support to the Director of Estates and Facilities and Trust Legal Counsel in delivering the Trust's PFI and Property portfolio.
Main duties of the job
- Develop, drive, and deliver the Commercial Portfolio leading and inspiring innovation and improvement in a customer‑focused manner.
- Manage the E&F Commercial Manager and Commercial Contract Management Team.
- Provide support and oversight to E&F in liaison with Finance to implement control measures and achieve a balanced budgetary position.
- Support the development, implementation and delivery of the E&F Strategy.
- Manage the Car Parking & Security Team - noting that a majority of the services are delivered by external organisations, and this is largely a contract management and service development role.
- Provide business‑management support to the Director of E&F, undertaking research, developing service strategy, producing presentational material and report writing.
- Lead the commercial management of the following PFI contracts.
- Produce relevant papers for the Board of Directors, Committees and Sub‑Committees such as the Audit Committee, Charitable Funds Committee, Finance Scrutiny Committee (both Site‑wide and Directorate level).
- Build and sustain strong working relationships with external private‑sector partners and across the NHS in Greater Manchester, regionally and nationally.
- Be a leader of change and innovation in the management of complex and service‑critical contracts, facilitating development and delivery.

Person Specification
Qualifications
- Educated to master's level or equivalent relevant industry experience
- Specialist knowledge of PFI and Commercial contracts
- Specialist knowledge of PFI management
- Can evidence recent and on‑going personal/professional development
- NHS experience in a senior role
- Chartered Manager status
Knowledge
- Can demonstrate evidence of setting and achieving ambitious targets and of implementing innovative solutions designed to improve services within tight financial constraints
- Detailed understanding of Health and Safety law and HTM/HBN requirements
- Current understanding and broad knowledge of the whole NHS context
- Has specific in‑depth knowledge of the national agenda and the impact on Trusts
Skills and Abilities
- Strategic comprehension – having the ability to understand the long‑term or widespread implications of decisions
- Leadership – the ability to set out a clear direction, inspire others and assume command
- Negotiation – ability to clearly set commercial objectives and deliver from the PFI contracts through effective negotiation
- Communication – to be able to communicate effectively estates policy, complex technical information and provide expert advice to Trust Board members, Directors, Senior managers and clinicians
- Policy formulation – ability to contribute to policy formulation
- Organisational development – ensuring that organisational structures, processes, relationships and behaviours are healthy and effective
- Understand the ethics and values of the public service sector championing and embracing change – being positive about change and removing obstacles, which stand in the way of progress
- Successfully managing a large‑scale complex environment

- Understanding of the complex security and car parking agenda and ability to manage internal demand and supply related challenges
Training and Experience
- Has experience of managing PFI contracts, demonstrating commercial acumen and ability to effectively apply contractual measures to deliver high quality services
- Can demonstrate experience of managing major change projects and shaping the future and has strategic and budget setting knowledge
- Has experience of effective partnership working with other organisations at a senior level, preferably a mix of public, private, and voluntary sector
- Experience of establishing effective financial control procedures operating within effective financial governance procedures, with specific reference to variation change controls within the PF
- Significant budget management experience to include capital, revenue pay and non‑pay and of delivering financial and performance targets
- Experience of preparing business cases to support investment /disinvestment, including business cases which require the approval of external bodies /organisations
- Experience in procuring, managing and monitoring projects and contracts, via e.g., treasury, PFI, PPP, P21 etc. framework agreement arrangements
- Experience of setting and achieving ambitious targets and of implementing innovative solutions designed to maximise the value of the estate
- Experience of acting as Assistant Designated Person in line with Health and Safety legislation and Department of Health guidance
