Are you an experienced operational leader with a strong background in facilities, events, or market management?

We are seeking a Duty Manager to join the Place and Economy Department, ensuring the effective day‑to‑day management of Belfast's markets and contributing to the wider development of the Markets Unit.

Your Duties:
  • Manage all daily operational activities at council-operated markets, ensuring the smooth delivery of events, exhibitions, fairs, conferences, retail activity and traditional/specialist markets.
  • Support the operational management of other properties and facilities within the Place and Economy Department as required.
  • Supervise, motivate and manage staff, overseeing duty allocation, record‑keeping, payroll submissions and compliance with council procedures including absence, disciplinary and grievance processes.
  • Support the management of outsourced contracts within the Markets Unit.
  • Assist in implementing an effective performance management system for market operations.
  • Ensure all markets income‑including rents, stallages and licence fees‑is collected on time and handled in line with council financial regulations.
  • Ensure all markets are opened and closed at appropriate times and operate in compliance with Market Bye‑laws, Regulations and trading permit conditions.
  • Oversee the maintenance, cleanliness and general condition of all market facilities and infrastructure, including arranging repairs and controlling indiscriminate dumping.
  • Manage and monitor health and safety across market venues, including maintaining fire logs, COSHH records, risk assessments and ensuring safe conditions for staff, traders and the public.
  • Manage and monitor WIRES Inspections and ensure all required actions are completed to maintain compliance.
  • Oversee the security and management of market land, buildings, plant and machinery, including arranging fire drills, managing CCTV systems and acting as a key holder.
  • Assist in the development, promotion and operation of initiatives to enhance the contribution of the Markets Unit to Belfast's retail regeneration.
  • Work collaboratively with other council departments and external agencies on matters relating to market development and promotion.
  • Promote the markets, process hire applications for market halls, stalls and retail units, and maintain all necessary administrative records.
  • Ensure that all market tenants and traders maintain valid and adequate insurance cover.
  • Support the development and implementation of a customer relationship management system and customer care programme.
  • Liaise with promoters, retailers, traders, exhibitors, customers and the public to ensure effective and efficient market operations.
  • Manage the letting of vacant market units in partnership with the Estates Management Unit and ensure proper completion of tenancy agreements.
  • Initiate procedures for the collection of overdue rents and income in line with council financial processes.
  • Order and control all receipt stationery and other necessary supplies.
  • Deal with enquiries, correspondence, complaints and disputes, providing appropriate information and resolutions.
  • Prepare reports and documentation as required and represent the Markets Development Manager where appropriate.
  • Participate in council selection and interview processes.
  • Undertake duties in a manner that supports and enhances the council's public profile.
  • Carry out any other relevant duties as required.

Applicants must, by the closing date, either:

Option 1:

Hold a relevant third‑level qualification (e.g., Business Studies, Management, Facilities Management or equivalent) and demonstrate at least one year's relevant experience in each of the following areas:

  • Managing and motivating staff in line with performance management and personal development principles.
  • Managing health and safety in a facility to ensure the safety of staff, tenants and the public.
  • Managing events, exhibitions, fairs, shows or conferences.

OR

Option 2:

Demonstrate at least two years' relevant experience in each of the above three areas without a third‑level qualification.
