Neway International is seeking a HIA Technical Officer (Housing) to join our client based with Bromley Council.

Location: Remote (with travel to client sites as required)
Hours: 36 per week
Start Date: 29/12/2025
Duration: 26 weeks
Pay Rates: £15.54 PAYE / £20.16 Umbrella

About the Client

Bromley Council’s Housing, Planning & Regeneration division is dedicated to improving the safety, wellbeing, and independence of residents. The Home Improvement Agency provides a front‑line, customer‑focused service delivering grant‑funded adaptations for people and children with disabilities on low incomes, alongside grants and loans to ensure residents live safely in their homes.

The Role

As a Technical Officer, you will play a key role in administering, inspecting, and determining Disabled Facilities Grants (DFG) and other housing‑related grants and loans. You will provide technical expertise, prepare drawings, carry out inspections, and liaise with clients, contractors, and occupational therapists to ensure adaptations are delivered effectively. This role is essential in supporting vulnerable residents to live safely and independently.

Key Responsibilities
  • Provide technical advice on construction techniques and legislative requirements for housing adaptations.
  • Prepare scale drawings and arrange necessary Building Control and Town Planning approvals.
  • Carry out inspections, take measurements, and interpret OT and architect/surveyor schemes.
  • Visit clients in their homes, providing advice, feasibility assessments, and ongoing support.
  • Maintain accurate administrative records in line with quality assurance procedures.
  • Liaise with occupational therapists, housing associations, contractors, and external organisations.
  • Participate in team meetings, training, and contribute to service development.
  • Support the efficient running of the Housing Improvements team, undertaking duties as required.
Candidate Requirements
  • Strong organisational and administrative skills with attention to detail.
  • Good interpersonal and communication skills, both written and verbal.
  • Knowledge of grant legislation, housing construction techniques, and building regulations.
  • Experience in customer service and working with the public.
  • Ability to use IT systems effectively; CAD knowledge desirable.
  • Flexible, solution‑focused, and able to work independently under pressure.
  • Enhanced DBS required.
  • Essential car user – clean driving licence and access to own vehicle.
