Job description
Director – Adult Services (Tower Hamlets Council)

Our Client Tower Hamlets Council is looking for a senior Director within Adult Services to join the Service as soon as possible. The Director will be part of a strong and committed Directorate Leadership Team and will lead and be supported by a stable senior team.

Responsibilities
  • Provide strategic leadership on adult safeguarding and all aspects of adult social care and support, working across the entire Council to ensure a collaborative, joined‑up approach for residents.
  • Lead improvement and transformation, progressing the service’s vision for Adult Social Care and CQC readiness following the successful ADASS peer review in January.
  • Drive integration between health and social care as a key partner of Tower Hamlets Together, collaborating with stakeholders across the Tower Hamlets Place Partnership and the NEL Integrated Care Board to deliver improved outcomes for local residents.
  • Manage significant budgets with savings targets built into the Medium‑Term Financial Plans, identifying efficiencies and savings opportunities while implementing key programmes such as housing with care and technology‑enabled care.
  • Work within a ‘one Council’ approach, heading an enabled directorate supported by corporate services, accountable to the Chief Executive and Executive Mayor.
  • Champion diversity and inclusion, ensuring the workforce remains diverse and progressively increases representation from Black, Asian and Multi‑Ethnic backgrounds.
  • Act as a role model of Tower Hamlets values (together, open, willing, excellence and respect), providing visible leadership to sustain strengths.
Qualifications
  • Qualified social worker at senior level, with a strong understanding of good practice.
  • Excellent organisational and communication skills, and the ability to collaborate with partners.
  • Demonstrated leadership experience in adult social care, safeguarding, and transformation projects.

Financial sustainability is a key challenge for Adult Social Care; the role will manage budgets and work to achieve savings targets while implementing key programmes around housing and technology‑enabled care.
