Salary £66,336 - £72,151 per annum | Permanent, Full time 37 hours per week | Preston

Are you a strategic leader with a passion for digital transformation and value‑driven service delivery? Join our Digital Commissioning team at County Hall and lead the way in shaping innovative, cost‑effective digital solutions for Lancashire County Council.

As a Commissioning Manager, you will:
  • Lead the Digital Commissioning team, driving innovation and embedding a modern, progressive commissioning approach.
  • Commission cutting‑edge solutions in areas such as Cybersecurity, Artificial Intelligence, Wide Area Networking, End User Computing (EUC) and Cloud technologies.
  • Oversee the integration of third‑party and in‑house digital services into a seamless, resilient operating model.
  • Deliver value‑for‑money digital services through effective service measurement, vendor management, licensing, and asset control.
  • Manage digital revenue and commissioning budgets, ensuring alignment with strategic financial plans.
What we're looking for:
  • Honours degree or equivalent relevant experience, with a professional qualification in digital commissioning or SIAM.
  • Proven experience in commissioning digital products and services within complex organisations, ideally in public sector.
  • Experience of managing suppliers in a SIAM environment. Strong leadership, negotiation, and stakeholder engagement skills.
  • Excellent knowledge of digital trends, tools, and platforms.
  • Ability to manage budgets, drive service improvement, and lead cross‑functional teams.
