We are a leading recruitment partner for the infrastructure and transport engineering sector, and we're seeking an experienced Highway Development Control Engineer to join a dynamic, commercially driven consultancy in Nottingham.

This is a fantastic opportunity to work on diverse projects across the Midlands and beyond, advising developers, architects, and contractors on highway and transport implications for new developments.

The Role

As part of the development planning and highways team, you'll take ownership of the highway and transport aspects of planning applications, from initial feasibility through to delivery. You'll work closely with private developers, housebuilders, and design teams to ensure that highway proposals are safe, sustainable, and compliant with both national and local design standards - while also meeting client budgets and timelines.

Key Responsibilities
  • Provide highways and transport advice to private sector clients on development proposals, masterplans, and site layouts.
  • Review and assess design drawings for access, junctions, parking, visibility splays, and sustainable transport links.
  • Advise on the technical requirements of Section 38 and Section 278 agreements, liaising with local highway authorities to secure approvals.
  • Prepare and submit Transport Assessments, Transport Statements, and Travel Plans as part of the planning process.
  • Negotiate directly with highway authorities and planning officers to achieve approvals and minimise project risk.
  • Identify cost‑effective, practical solutions to resolve access or traffic concerns raised during planning.
  • Produce clear, professional technical reports for planning submissions and client presentations.
  • Manage multiple projects at varying stages, ensuring deadlines and commercial targets are met.
What skills and experience you will need
  • Degree or HNC in Civil Engineering, Transportation, or related discipline.
  • Strong understanding of UK highway design standards (DMRB, Manual for Streets) and relevant planning policy.
  • Experience in highways development control-ideally gained within a consultancy or private developer environment.
  • Familiarity with Section 38 / Section 278 processes and associated negotiations.
  • Excellent communication and negotiation skills, with the confidence to engage directly with clients, contractors, and local authorities.
  • Strong report‑writing ability, with a focus on delivering commercially viable solutions.
  • Proficient in AutoCAD and other relevant design/analysis tools.
  • Full UK driving licence and flexibility to attend client and site meetings.
