Job description

An exciting opportunity has arisen for a new Demand & Capacity Manager post in the Norfolk Horizons team, Local Policing Delivery Unit. This is a newly created part-time temporary position for 12 months that will support Horizons with the Local Policing review work with a focus on advising around potential resourcing models.

The Norfolk Horizons Team scopes and delivers improvements and innovations to help Norfolk Constabulary meet the ever-changing demands of policing. The team is comprised of Project Managers, Analysts and other support roles who work closely with internal and external stakeholders to deliver change projects which seek to improve the efficiency and effectiveness of the organisation.

The post holder will scope, design, and offer advice in relation to potential shift patterns in support of the implementation of a new Norfolk Local Policing model.

Essential Criteria
  • Understanding of the demands of operational policing, with experience of operational resource management, shift patterns and rosters.
  • Demonstrate comprehensive understanding of working time legislation, Police Regulations and the Police Staff Council Handbook.
  • Demonstrable experience in project planning, including the creation of detailed plans, timelines, critical paths, and milestone tracking to support successful delivery.
  • Proven ability to identify, document, and manage project risks, including the implementation of mitigation strategies and appropriate escalation procedures.
  • Ability to collect, analyse, interpret and present complex data and information and produce reports in a variety of formats to support decision making.
  • Ability to work autonomously on own initiative, with minimum guidance to develop solutions to problems.
  • Strong interpersonal skills with the ability to confidently converse with a range of different audiences, develop positive working relationships, and contribute ideas and innovative solutions to improve service delivery and maintain discretion.
  • Excellent written and verbal communication skills, including the ability to present complex issues succinctly in writing and verbally, and communicate contentious and sensitive issues.
Desirable Criteria
  • Knowledge of Duties Management Systems.
  • Understanding of change management processes.
  • A successful track record in workforce planning in a large, multi-disciplined operational organisation.
