We have an exciting permanent opportunity for you to become a Programme Delivery Manager within the Directorate of the Chief of Staff.

The role will lead the delivery of a programme of work within our change portfolio. You will gain thrilling experience of leading projects and programmes delivery through their whole lifecycle - working with stakeholders at all levels of the organisation to ensure successful delivery of change in line with the constabulary strategic objectives and values.

You will be consulting and supporting colleagues across the force with specific professional and technical advice, guidance and best practice in relation to the arena of project and programme management and associated disciplines.

In this role, your main responsibilities will include:
  • Planning, designing, and monitoring a programme, addressing issues proactively and implementing corrective actions to ensure successful delivery.
  • Leading workforce planning, recruitment, and supervision of programme teams, fostering a productive and collaborative environment.
  • Identifying, allocating, and managing resources (finance, personnel, and assets) while maintaining budgetary accountability.
  • Driving the initiation, implementation, and closure of business change initiatives, balancing operational continuity with ongoing improvement.
  • Partnering with leaders to enable transformation, deliver strategic objectives, and provide expert advice on project and programme management practices.
Skills, experience and qualifications required:
  • Strong leadership skills with the ability to effectively communicate, negotiate, and influence in diverse settings.
  • Proven ability to translate strategic direction into actionable delivery, managing complex change projects and programmes from initiation to benefit realisation.
  • Experience in building and leading cross‑functional teams, fostering collaboration, and maintaining effective stakeholder relationships.
  • Significant experience in managing large budgets, optimising resource utilisation, and applying industry‑standard methodologies like Agile and Waterfall.
  • Degree‑level qualification (minimum Level 6) or equivalent professional training.

Additional Information:

This is a full time role working 37 hours per week Monday - Friday.

The successful candidate for this role will have the opportunity to work from home whilst also at a secondary work location, which will be a police premises.
