Delivery Manager – Digital Transformation

About the Role

As a Delivery Manager, you will be instrumental in delivering the council’s strategic priorities. You’ll lead multi-disciplinary teams, working with senior colleagues and external partners to plan and implement new, innovative ways of working that directly benefit our residents.

Your core mission will be to take charge of transformation projects and programmes from concept to completion, ensuring they are delivered on time, within budget, and realise their intended benefits. You will be responsible for managing staff, budgets, and key stakeholder relationships to foster a culture where positive change can thrive.

  • Leading teams to identify and develop outcome-focused opportunities for change across the council.
  • Ensuring service redesign proposals are co-produced with staff and residents, using high-quality data and insight to inform decisions.
  • Producing robust business cases for change that clearly define the expected positive impact.
  • Maintaining comprehensive programme plans, managing risks, and providing clear status updates to stakeholders.
  • Establishing and maintaining strong relationships with residents, staff, senior officers, trade unions, and other partners.
  • Line managing a team of up to 4 direct reports, mentoring them to develop their skills and fostering a high-performance environment that values innovation, inclusivity, and empathy.
About You

We’re looking for a skilled and motivated individual with a strong background in managing complex projects and a passion for public service. You will be a natural leader, able to inspire teams and influence stakeholders to achieve positive outcomes.

To succeed in this role, you’ll need:

  • Essential experience working in local government.
  • A proven track record of successfully managing and delivering complex programmes as a Delivery or Programme Manager.
  • Experience in co-producing change with residents, community groups, and other stakeholders.
  • Strong skills in managing budgets and developing financial business cases.
  • Experience successfully managing and developing diverse teams to deliver outstanding results.
  • A qualification in a recognised programme/project management methodology (e.g., PRINCE2, Agile PM, MSP) or significant equivalent experience.
  • A high degree of political awareness and the ability to work effectively in a political environment.

It would be a bonus if you have expertise in disciplines like systems thinking (Lean/Six Sigma), user-centred service design, digital implementation, or demand management.
