About Us:

THE EXTRAORDINARY STORY OF THE IMPOSSIBLE DREAM
The Housing and Commercial Partnerships in Westminster City Council is a world of extraordinary stories. Where people use their vision and commitment to open doors for the next generations.
Nothing beats the feeling of helping someone find their passion. At Westminster City Council, our City Lions team helps young local people engage with culture, creativity and dreams. When they came across a lonely, isolated 16-year-old who called himself a failure, they knew what to do. They worked 1-2-1 to find the thing this boy really loved. YouTube, it turned out. But it’s impossible to turn that into a career, right? Wrong. A week later, he was enrolled on the British Film Institute film-making programme. It was the ultimate light-bulb moment. And it turned him into what he is today – a budding Spielberg with a world of opportunity at his feet.

The Role:

As Data and Performance Manager with our high profile Housing Needs service you can make your own powerful contribution to Westminster’s success. Focused on ensuring that data, insight and business intelligence drive operational performance, you’ll support strategic decision making across our homelessness, rough sleeping, housing and temporary accommodation services. Providing inspirational leadership on data quality, performance management, business intelligence and statutory reporting, you’ll lead the development, implementation and continuous improvement of performance frameworks, ensuring your senior colleagues have timely and accurate data to inform their decision making.
Acting as the service lead on performance data , and committed to promoting a culture of evidence-based decision making, you’ll lead the analysis of qualitative and quantitative information to identify trends, risks, opportunities and improvements to the services we provide. We’ll also expect you to coordinate statutory, regulatory and performance returns to the Ministry of Housing, Communities and Local Government, the Greater London Authority and other stakeholders, support strategic projects, service transformation programmes and change initiatives, and develop effective relationships with internal teams, commissioned providers, partner agencies and elected Members.
You’ll have a range of additional responsibilities – these include leading on benchmarking, research and performance analysis to identify innovation and best practice, and promoting coordinated approaches to preventing homelessness and rough sleeping through the effective use of performance information and insights. You’ll also ensure commissioned services and providers adopt robust performance management arrangements and a person-centred approach to service delivery, and lead by example by supporting the development of a high-performing, inclusive and collaborative culture.
Please refer to the Job Description for more information.

To be a success in this important role you’ll have proven experience of leading and developing performance, data, intelligence or business improvement functions within a large organisation, and be ready to deliver strategic and operational performance management arrangements that support our objectives. Capable of analysing complex financial and performance information, and translating your findings into actionable recommendations, you’ll also have led projects and service improvement programmes within complex service environments.
Highly motivated and strategically minded with a strong understanding of housing needs services, data analysis and reporting, you’ll be an inspirational leader and coach, and possess the ability to work effectively in politically sensitive environments while fostering collaboration across teams to drive progress and innovation. With proven experience of procurement, contract monitoring and supplier relationship management, you should also be capable of managing resources, performance frameworks, planning and quality assurance, and be ready to use data and evidence to influence service design, policy development and strategic decision making.
It’s essential that you have good knowledge of the issues affecting local government, housing, homelessness and commissioned services, and your excellent written and verbal communication skills will see you engaging with a diverse range of audiences, and producing clear written and visual materials, including reports, presentations, charts and dashboards. An imaginative problem solver and critical thinker with a strong focus on delivering practical solutions for our customers, you should be capable of translating strategic priorities into operational plans and measurable outcomes. We’ll also expect you to be a confident user of Microsoft Office with advanced Excel skills and, ideally, have experience of building Power BI dashboards.
