Job description

Data, Analytics and AI - Product Manager

Cabinet Office supports the Prime Minister and ensures the smooth running of government - from developing policy, to modernising public services. We welcome talented people from all backgrounds with the skills and the commitment to build a career in the Civil Service.

The Cabinet Office Purpose is:

  • to maintain the integrity of the Union, coordinate the security of the realm and sustain a flourishing democracy;
  • to support the design and implementation of HM Government’s policies and the Prime Minister’s priorities; and
  • to ensure the delivery of the finest public services by attracting and developing the best public servants and improving the efficiency of government.

As an organisation of approximately 7,000 employees, the Cabinet Office is a vibrant, modern and exciting place to work, attracting a diverse workforce which represents the people we serve. Our main offices are in London, Glasgow, Newcastle, York and Manchester, but we have staff based around the UK.

At the heart of this are our Cabinet Office values. To deliver our Purpose and help make Cabinet Office a great place to work, we all commit to:

  • treating everyone with Respect;
  • actively Collaborate, and
  • build Trust.

We have an aspiration to become the most inclusive employer across the Civil Service. We have a number of staff benefits, including flexible working, and access to a number of staff support networks to ensure we meet this.

This role offers an unparalleled opportunity to work at the very heart of government. The Public Sector Fraud Authority is at the cutting edge of government’s response to tackling fraud against the public sector and builds on the internationally recognised reputation of the Counter Fraud Function as a world‑leader in tackling fraud and corruption in the public sector. Working with us, you will be placed at the forefront of shaping policy that will have an impact across the breadth of the public sector, as well as building cutting edge data drive tools to deliver counter fraud savings for government.

Right now, fraud represents a cost to the government which is estimated at £29bn-£52bn per year. At PSFA, we play an instrumental role in spearheading the Government's response to fraud by developing innovative policies and initiatives to counter this threat with the mission of funnelling real, tangible financial benefits back to the public.

This is an exciting opportunity to join a pivotal team at the heart of public sector innovation.

The Public Sector Fraud Authority (PSFA) works with departments and public bodies to better understand and reduce the impact of fraud against the public sector. As part of its mandate, it provides data analytics services and access to technology solutions to find and prevent fraud using the latest tools.

As a Product Manager, you will play a crucial role in developing and delivering our product roadmap and managing the delivery of data and AI products throughout their entire lifecycle. You will work closely with technical experts from the Digital, Data, and Technology (DDaT) profession, including Data Engineers, Data Scientists, Business Analysts, and more. These technical roles are integral to our mission of deploying advanced analytics and AI tools across government to counter fraud.

The Role

The Product Manager within the Public Sector Fraud Authority’s Data Analytics Service is responsible for developing and delivering a range of data and AI products to enable public bodies to detect and prevent fraud. You will work with multidisciplinary teams and lead on the delivery of our products through their entire lifecycle, from discovery to alpha-stage development, and beta service implementation, ensuring they deliver measurable outcomes and maximise financial benefits for the public. This role requires the job holder to balance the needs of anti‑fraud operations with user requirements and technical feasibility, while advocating for a user‑centred, and data‑informed approach.

Product Strategy and Vision

  • Strategic Ownership: Develop and articulate a clear product vision and strategy for data, analytics, and AI capabilities, ensuring alignment with PSFA’s mission to counter fraud and the wider Cabinet Office/Government priorities.
  • Managing Product Outcomes: Define, track, and regularly report on Key Performance Indicators (KPIs) and success metrics that measure product value, performance, and impact on counter-fraud savings. Use trusted data and rigorous analysis to inform product decisions and drive continuous improvement.
  • Creating Value for Money: Estimate the value of product features and capabilities, and compare this against the effort and cost of delivery. Actively identify opportunities for the reuse of data or components to maximise value for money.

Delivery and Life Cycle Management

  • Product Management: Own and prioritise the product roadmap and backlog, working with the team to investigate and validate what adds value now and what could add value in the future.
  • Agile and Lean Practices: Select and apply the most appropriate delivery methods (e.g., Agile, Lean) for the team, fostering a culture of experimentation, reflective practice, and continuous adaptation to improve ways of working.
  • Life Cycle Management: Manage the product through all phases of the life cycle (discovery, alpha, beta, live, retirement), ensuring the product is developed and maintained in line with appropriate service standards.

User and Stakeholder Engagement

  • Applying User-Centred Insights: Advocate for and ensure continuous user research is conducted to deeply understand the needs of anti-fraud analysts, investigators, and other operational users. Use these insights to represent users in all internal discussions and determine priorities.
  • Stakeholder Relationship Management: Proactively identify and manage relationships with a complex stakeholder environment, including policy teams, operational leads, technical partners, and other government departments. Develop communication strategies to ensure transparency, manage expectations, and build long-term strategic relationships.
  • Product Leadership: Advocate for the product and a product-led approach across the organisation. Consult, mediate, and negotiate with stakeholders, while protecting the development team from unnecessary distractions to focus on delivery.
