The role

You will lead a full review of several cultural and community venues across Dudley, including borough halls, Himley Hall, Red House Cone, heritage and museum sites, and the libraries contract. Your task is to assess how these sites operate, identify efficiency gaps, and highlight options to reduce subsidy and improve usage. You will develop evidence‑based business cases for each venue and support future decision making. The role involves close work with operational teams and senior leadership, providing both strategic insight and hands‑on assessment.

Key Responsibilities
  • Review current operations, staffing, usage, opening hours and income streams across all venues.
  • Identify missed opportunities, inefficiencies and areas for commercial improvement.
  • Assess future operating models, including partnership and alternative delivery options.
  • Produce detailed, evidence‑backed business cases for each site.
  • Provide on‑ground oversight to understand day‑to‑day performance and flow.
  • Engage with stakeholders across the council and community.
  • Support strategic recommendations for future provision of cultural and community services.
