Job summary

Portsmouth City Council is seeking a Contracts and Commissioning Officer to support the development, implementation and monitoring of contracts for externally commissioned Adult Social Care services. The role is based at the Civic Offices with hybrid working options.

The successful candidate will bring substantial contract management or procurement experience, hold a degree or equivalent, and demonstrate strong stakeholder engagement and leadership skills to deliver high-quality services.

Qualifications

• Substantial experience in contract management, procurement or commissioning.
• Educated to degree level or have equivalent experience.
• Strong leadership skills with experience of managing stakeholders and projects.
• Excellent verbal and written communication, able to work independently and in a team.

Responsibilities

• Develop, implement, and monitor contracts for externally commissioned ASC services.
• Ensure effective procurement processes and quality in contracts.
• Support market development, market oversight and performance management.
