Job summary

St Helens Borough Council is seeking a motivated, highly organised professional to support the monitoring of commissioned Adult Services and Public Health contracts. You will manage your workload, monitor performance, and ensure contractual compliance, with a focus on data-driven reporting and quality service delivery.

The role involves coordinating monitoring systems, handling data from Power BI and other sources, and supporting annual contract reviews and related processes.

Qualifications

  • Experience in contract monitoring and performance reporting.
  • Ability to collect, analyse and present performance data.
  • Comfort working with multiple information sources and systems.

Responsibilities

  • Coordinate and maintain contract monitoring systems and documentation.
  • Analyse and report performance data using Power BI and other sources.
  • Support contract review processes, provider uplifts, benchmarking and monitoring visits.
  • Produce performance reports, KPI analysis and MI to support decision making.
  • Maintain accurate contract records, monitoring schedules and logs.
  • Assist due diligence and data protection compliance.
  • Handle FOI requests in line with statutory requirements.
  • Collaborate with colleagues, providers and partners to share information.
  • Monitor progress against monitoring programmes and timelines.
  • Contribute to process improvements in monitoring and reporting.
  • Support audits, service reviews and risk management activities.
  • Keep up to date with developments in Adult Services and Public Health.

Join Our Contract Monitoring Team

We're looking for a motivated and organised professional to support the monitoring of commissioned Adult Services and Public Health contracts.

You’ll work across both service areas, helping to ensure contracts are effectively monitored, performance information is accurately reported, and providers comply with contractual requirements. Managing your own workload, you’ll play a key role in meeting deadlines, maintaining high standards, and supporting the delivery of quality services across the borough.

What You'll Be Doing
  • Coordinating and maintaining contract monitoring systems, processes, and documentation.
  • Collecting, analysing, and reporting performance data using Power BI and other information sources.
  • Supporting annual contract review processes, including provider uplifts, benchmarking exercises, and monitoring visits.
  • Producing performance reports, KPI analysis, and management information to support informed decision-making.
  • Maintaining accurate contract records, monitoring schedules, action logs, and provider information.
  • Supporting due diligence activities and ensuring key information is accurately recorded and maintained.
  • Managing Freedom of Information (FOI) requests in line with statutory requirements and data protection legislation.
  • Working closely with colleagues, providers, and partners to gather, analyse, and share information that supports effective contract oversight.
  • Monitoring progress against contract monitoring programmes, ensuring activities are completed within agreed timescales.
  • Contributing to the continuous improvement of contract monitoring processes, systems, and reporting mechanisms.
  • Supporting audits, service reviews, and risk management activities across the department.
  • Keeping up to date with developments in Adult Services, Public Health, and relevant performance management frameworks

Employees can regularly work away from Council workspaces (including home or other locations), alongside required office-based working. The balance between remote and office-based working is determined at service level based on operational need, however , there has been a minimum specification that staff will work at least 2 days from an office-based location.
