The Role:

In recent years the Older Adult Strategic Commissioning team has put in place new arrangements to ensure access to the domiciliary and Care Home markets, helping the County Council buy the right care, at the right quality, for the right price. As an important part of the commissioning cycle, and the County Councils legal duties, the commissioning function is now looking to further enhance its market monitoring, contract monitoring and contract management arrangements through the creation of a new team.

Bringing together people already engaged with a wide range of care markets, it will be the responsibility of this team to effectively manage these contracts and monitor changes in the market to ensure the County Council is in the best place to respond to changes, and continue to secure the best care for its residents. This team will cover:

  • Gathering and monitoring Key Performance Indicators across multiple different contracts in a consistent and effective way, identifying areas of underperformance, and sharing best practice.
  • Manage provider relationships, being a point of contact for provider queries, acting as a link between the market and the rest of the County Council.
  • Manage contracts, including taking action to improve or terminate contracts if required.
  • Work closely alongside teams across the County Council, including Adults Health and Care brokerage and payments teams, Quality teams, community social work teams, procurement, commissioning and many others.
What you’ll do:

The aim of this role is to directly manage the team delivering this function, being a key point of contact for the team, internal and external partners. The role holder will be an experienced Contract Manager, ideally in the field of Health and Social Care. You will be skilled both at managing people and acting as an expert in contract management, supported by strategic and senior commissioners. The successful candidate will have the opportunity to bring together a new team, building on the excellent practice already in place, and ensuring consistency of approach across care markets.

In this role you will need to be confident working with providers, senior commissioners, procurement and operational colleagues.

You need relevant technical and contract knowledge and experience, including managing contract performance, supporting operational teams with safeguarding enquiries, and managing contracts through to termination.
