Daniel Owen Ltd is recruiting a Contract & Compliance Manager (Gas Compliance) for Brent on a temporary basis. The role leads gas compliance across a large property portfolio, ensuring safety standards, regulatory adherence, and delivery of related contracts and programmes.

The ideal candidate has extensive gas safety knowledge, contractor management experience, and strong budgeting and reporting skills to drive compliance and continuous improvement. Requires driving licence and on-site presence.

Qualifications

• Proven experience managing gas compliance contracts in Local Authority, Housing sectors.
• Extensive knowledge of domestic gas safety regulations and landlord obligations.
• Experience delivering high-value compliance contracts within budget.
• Strong contractor management and performance monitoring.
• Experience developing compliance programmes, audits and risk frameworks.
• Knowledge of health and safety legislation, CDM Regulations and contractor competence.
• Budget management and financial reporting experience.
• Excellent stakeholder management and communication skills.
• Experience producing technical reports for senior stakeholders.
• Strong IT skills including MS Office and compliance systems.
• Full UK Driving Licence.

Responsabilités

• Lead Gas Compliance contracts across ~10,000 properties.
• Act as Contract Manager or Supervising Officer as needed.
• Ensure compliance with landlord gas safety obligations and regulatory requirements.
• Lead contractor performance reviews and QA.
• Monitor budgets, forecasts and expenditure on compliance programmes.
• Manage statutory inspections, servicing, testing and remedial works.
• Develop and implement compliance strategies and procedures.
• Identify and mitigate compliance risks.
• Undertake audits and quality assurance checks.
• Produce compliance reports for senior management.
• Ensure robust record keeping and audit trails.
• Support procurement, tendering and mobilisation of new contracts.
• Collaborate with operations teams, consultants and stakeholders.
• Drive continuous improvement across compliance delivery and customer service.

Contract & Compliance Manager (Gas Compliance)

We're currently recruiting for an experienced Contract & Compliance Manager to join a Property Services team, taking ownership of the Gas Compliance portfolio across approximately 10,000 residential properties under direct and indirect management.

This is a key leadership role responsible for ensuring the organisation remains fully compliant with all landlord statutory obligations relating to gas safety, whilst overseeing the successful delivery of associated contracts, programmes and compliance activities. The successful candidate will be responsible for managing contractor performance, mitigating compliance risks, monitoring budgets and ensuring all works are delivered safely, on time and to the highest standards.

Whilst the primary focus of the role is Gas Compliance, candidates with strong experience across wider compliance disciplines, particularly Electrical Compliance, are also highly desirable.

The ideal candidate will have a background within a Local Authority, Housing Association or Social Housing provider, with extensive knowledge of gas safety legislation and contractor management within occupied residential environments.

Daily Responsibilities of a Contract & Compliance Manager:

• Managing the Council's Gas Compliance contracts across approximately 10,000 residential properties
• Acting as Contract Manager, Contract Administrator or Supervising Officer as required
• Ensuring compliance with all landlord gas safety obligations and regulatory requirements
• Leading contractor performance management, quality assurance and service delivery reviews
• Monitoring budgets, forecasts and expenditure across compliance programmes
• Managing statutory inspections, servicing, testing and remedial works
• Developing and implementing compliance strategies, policies and procedures
• Identifying, managing and mitigating compliance risks
• Undertaking audits, inspections and quality assurance checks
• Producing compliance reports and performance data for senior management
• Managing resident safety risks and ensuring robust record keeping and audit trails
• Supporting procurement, tendering and mobilisation of new compliance contracts
• Working collaboratively with operational teams, consultants and stakeholders
• Driving continuous improvement across compliance delivery and customer service

Requirements of a Contract & Compliance Manager:

• Proven experience managing gas compliance contracts within Local Authority, Housing Association or Social Housing environments
• Extensive knowledge of domestic gas safety regulations and landlord compliance obligations
• Demonstrable experience delivering high-value compliance contracts successfully and within budget
• Strong contractor management and performance monitoring experience
• Experience developing compliance programmes, audits and risk management frameworks
• Knowledge of health and safety legislation, CDM Regulations and contractor competence requirements
• Strong budget management and financial reporting experience
• Excellent stakeholder management and communication skills
• Experience producing technical reports and presenting compliance information to senior stakeholders
• Strong IT skills including Microsoft Office and compliance management systems
• Full UK Driving Licence

Desirable Experience:

• Strong Electrical Compliance experience alongside Gas Compliance
• IOSH, NEBOSH or equivalent Health & Safety qualification
• Degree qualified or equivalent professional experience
• Membership of RICS, CIOB, CIBSE or other relevant professional body
• Experience managing wider landlord compliance areas including Fire Safety, Water Hygiene, Asbestos and Building Safety
• Experience operating within large and complex housing portfolios
