We are seeking a Contract Compliance Manager (PFI) to provide senior leadership for commercial compliance, contract governance, and financial performance under a long‑term PFI agreement within ISS Healthcare.

The successful candidate will serve as the primary interface for commercial compliance, ensuring all facilities management services meet contractual, financial, and reporting requirements while embedding robust controls and driving continuous improvement.

Job Description

This is a commercially‑focused role requiring strong expertise in PFI contract management, financial oversight, risk mitigation, and strategic stakeholder engagement.

The Contract Compliance Manager will be pivotal in maintaining compliance, supporting audits, and ensuring transparency and accountability in all commercial aspects of the PFI contract.

Key Responsibilities
  • Lead commercial compliance across the PFI contract, interpreting complex terms into practical solutions.
  • Own and manage the Unitary Charge Pack, validating financial deductions, service credits, and KPIs.
  • Monitor contract risks proactively, resolving issues with Trust, SPV, and internal stakeholders.
  • Manage and reconcile monthly financial performance, including invoicing, deductions, and unitary charges.
  • Collaborate with Commercial and Finance teams to ensure accurate forecasting, reporting and audit readiness.
  • Track and report service variations, commercial opportunities and financial impacts.
  • Drive accurate and timely performance and compliance reporting across weekly, monthly and quarterly schedules.
  • Utilise CAFM systems to automate monitoring and validate compliance.
  • Act as key liaison for Trust and SPV stakeholders, leading performance review meetings and dispute resolution.
  • Ensure readiness for audits and embed best practices in governance, reporting and lifecycle management.
Professional and Personal Competencies/Qualifications
  • Extensive experience managing PFI or performance‑based commercial contracts, preferably in Soft FM or healthcare.
  • Strong financial acumen and experience with PPA/PFI payment mechanisms.
  • Proficient in CAFM systems, Excel and commercial reporting tools.
  • Skilled in contract interpretation, SLA management and legal/commercial dispute resolution.
  • Experienced in stakeholder engagement, negotiations and working closely with legal teams.
  • Solid understanding of commercial contract clauses, governance and regulatory compliance.
  • Excellent analytical, communication and problem‑solving skills.
  • Ability to manage multiple priorities in a fast‑paced, complex environment.
