Thepost holder would be responsible for the operational and strategic managementof a section comprising approximately 85 staff including Engineers, ClinicalScientists, Clinical Technologists and Apprentices working in the areas ofequipment management, maintenance and repair, renal technology,rehabilitation engineering, gait analysis and functional electricalstimulation. The section also supportsthe medical and scientific capital equipment programme. The post holder is responsible for theprovision and development of services in the above areas. The role involves working with seniorclinical and non-clinical staff in different areas of the Leeds trust andother trusts and would be acting as the responsible Medical Devices Officerfor the trust. The ClinicalEngineering section falls under the departmental ISO9001:2015 qualitycertification.
TheLeeds teaching hospitals is one of the largest hospital trusts in the UK, as isits Department of Medical Physics and Engineering. The department has a strong track record ofinnovation both technically and commercially throughout the UK andinternationally and provides support for clinical services at Leeds teachinghospitals as well as to other NHS organisations within the region.
Thepost-holder will primarily be based at the St Jamess Hospital site but, as therole involves support to other NHS trusts, they will be expected to travel tovarious sites across the region.

Thepost holder is responsible for using initiative and judgement to organise andmanage the sections staff, equipment and financial resources. The post holder is responsible for:
Delivering high-quality complexspecialist services to patients, safely, legally and in compliance with Trustpolicy and practice.
Ensuring and providing advice onthe provision of medical equipment to the trust and its customers andcompliance with relevant legislation, manufacturer and trust requirements andbest practice throughout the equipment lifecycle.
Responsible medical devices safetyofficer for the trust.
Providing the trust and externalcustomers with reliable and responsive scientific and technical support,using judgement and expert knowledge to provide them optimally in accordancewith the needs of the customers and making best use of the resources available.
Providing leadership and strategicdirection to the section in conjunction with the Head of Medical Physics.
PRINCIPALDUTIES & AREAS OF RESPONSIBILITY
To take responsibility forstrategically planning and managing the provision of equipment management,scientific and technical services in Clinical engineering throughout theTrust, and to external customers including other trusts in Yorkshire.
Accountable for managing the directdelivery of the whole Clinical Engineering service, maintaining a broad rangeof complex and expensive medical equipment across the Trust and beyond.
Act as a consultant ClinicalScientist, providing highly specialised expert advice to other clinicalservices throughout the trust, relating to the acquisition and deployment of medical devices, and the consequences of reported incidents.
To provide motivation andleadership to the scientific and technical staff of the section to maintain ahigh standard of service provision.
To develop and maintain, inconjunction with the departmental quality manager, an appropriate qualitysystem for the services provided by the section and ensure that the servicesprovided by the section are of high quality.
Ensure that the Trust fulfils itsstatutory obligations with respect to the provision of medical devices andother related Health and Safety legislation, including the maintenance ofadequate records.
To develop effective workingrelationships with senior clinical staff and other staff within thedepartment and wider Trust.
To use initiative and expertise toassist with the development and introduction of new techniques andtechnologies in the fields of medical equipment management, rehabilitationengineering, renal technology and clinical measurement.
To motivate, organise, direct andparticipate in appropriate research and development work in collaborationwith clinical and University staff, and as agreed with the Head ofDepartment.
To liaise with externalorganisations and regulatory bodies who have an interest in the work of thesection.
To take responsibility forprovision of similar services to external organisations, as appropriate.
Develop, review and maintain theTrust corporate policy Management of Medical Devices.
Acts as lead scientific expert inmedical equipment management for the Trust, advising and guiding the MedicalDevices Group
Develops, reviews, maintains andimplements Clinical Engineering policies, processes and procedures includingcarrying out research and development into novel strategies for managing riskand new methods of service delivery.
Develops and delivers trainingprogrammes related to the clinical engineering services and undertakesappropriate teaching.
Responsible for the sectionproviding scientific and technical support services, which include advisingon selection, installation and acceptance testing of highly complexequipment, the quality assurance, maintenance, calibration and repair of thetrusts fleet of medical equipment. In addition, skill and knowledge isapplied to design, develop and implement complex measurement, imaging andproduction techniques used for rehabilitation engineering, gait analysis andrenal technology, which are relied upon for clinical decision making inrelation to the management of patients.More specifically, this includes:
Responsibility for ClinicalEngineering annual budget of approximately £5M
Responsibility for the operationand strategic development of the Equip equipment asset recording,management and service database system.
Responsibility for effectivemonitoring of medical devices management anddeveloping trust-wide action plans based on shortcomings in medicaldevices management practice identified in the annual Medical Devices ControlsAssurance return.
Takes responsibility for finaldecisions relating to electrical safety of medical equipment in exceptionalor non-straightforward situations where expert guidance is needed.
Other duties as determined by theHead of Department, and for the provision of effective services.
Deputisesfor the Head of Medical Physics and Engineering as directed and acts as adepartmental bronze commander, when necessary
COMMUNICATION& WORKING RELATIONSHIPS
Develop and maintain effectiveworking relationships with the senior clinical, scientific and technicalstaff in all customer departments, as well as other staff in Medical Physics& Engineering.
Be diplomatic and persuasive inresolving conflict situations, for example where research work must bedelayed due to the required regulatory processes being slow, or where theneeds of service delivery are perceived to conflict with arrangements for thesafety of staff or patients. Suchsituations can be contentious and highly complex, requiring empathy fordisparate points of view and the need for the post holder to overcomesignificant barriers to acceptance (for example as part of a management ofchange process).
Liaise with external organisationsand regulatory bodies who have an interest in the work of the section, or itscustomers, such as the Health and Safety Executive and the MHRA. This frequently requires the description ofcomplex processes in terms that are pertinent and comprehensible to theissues that are of concern to the other party and may involve negotiating,persuasive and reassurance skills, particularly where there are barriers tounderstanding highly complex informationTo liaise with trust planners andcontractors in the planning and execution of projects affecting the work ofthe section or its customers.
To liaise with Medical Physics andClinical Engineering professionals throughout the UK and internationally, tomaintain state-of-the‑art knowledge of medical technologies, for the benefitof services provided by the LTH trust and its customers.
To present and receive highlycomplex and / or sensitive and / or contentious information to large groupsof staff, such as might be associated with the implementation and managementof high volume medical equipment or new procedures.
