Descrizione del lavoro

Building a sustainable tomorrow

The Ferrovial BAM Rail joint venture has a successful history of delivering critical infrastructure for the UK on time and to budget together in joint venture partnership. They first worked together in 2010 as BFK, delivering three Crossrail contracts, including the longest stretch of tunnelling works between Royal Oak and Farringdon and Farringdon Station, the first central station to be completed on the Elizabeth Line. The team has also delivered the Silvertown Tunnel project together in East London and has been delivering excellence at each stage of HS2, such as Fusion JV for the Enabling Works packages, EKFB for the central Main Works Contract and now delivering the track infrastructure across the entire HS2 route.

We are seeking an experienced, strategically minded and highly motivated individual to join our team as a Consents Manager. The Consents Manager will lead the identification, planning, procurement, coordination and management of all consents, permissions, approvals and third‑party agreements required to deliver the HRS15 works.

This is not purely a management role. During the early stages of HRS15, the successful candidate will be required to undertake the practical delivery of consent activities themselves, including preparing submissions, coordinating technical inputs, engaging with authorities and securing approvals for the railheads and associated enabling infrastructure. As the programme develops, the role is expected to evolve into leading and managing a dedicated consents team. Candidates must therefore demonstrate both the hands‑on capability to obtain consents and the leadership skills required to build and manage a function as the project grows.

Your team
  • Candidates will be based in HS2’s Birmingham office and may be required to visit client offices in London, located near Euston Station on occasion.
  • We recognise the importance of flexibility and will consider flexible working arrangements following an initial team integration period on an individual basis, reviewing requests in line with project needs and BAM's Flexible working policy.
Making Possible
Consents Strategy & Planning
  • Develop and maintain the project Consents Register and Consents Delivery Plan.
  • Identify all approvals, permits, licences and third‑party agreements required for railheads, compounds, logistics facilities and track installation works.
  • Establish consent submission programmes aligned with construction milestones.
  • Monitor consent risks and implement mitigation measures to protect critical path activities.
HS2 Consents Management
  • Manage applications associated with Schedule 17 approvals and related planning submissions.
  • Coordinate compliance with Environmental Minimum Requirements (EMRs), the Code of Construction Practice and project commitments.
  • Support management of Undertakings and Assurances (U&As) applicable to the works.
  • Coordinate submissions and approvals associated with Schedule 33 requirements and protective provisions.
Stakeholder & Regulatory Management
  • Develop positive working relationships with HS2 Ltd, Local Planning Authorities, Environmental Health Officers, Environment Agency representatives, highway authorities and statutory undertakers.
  • Act as the primary point of contact for all consent‑related matters.
  • Lead meetings, workshops and consultations required to facilitate approvals.
  • Coordinate responses to stakeholder comments and conditions.
Design & Construction Interface
  • Work closely with design managers, temporary works teams, environmental teams and construction teams to ensure designs satisfy consent requirements.
  • Review design development to identify approval requirements at the earliest opportunity.
  • Ensure consent conditions are incorporated into construction methodologies and work packages.
  • Support constructability reviews and programme planning activities.
Governance & Reporting
  • Maintain accurate records of submissions, approvals, conditions and commitments.
  • Prepare regular reports on consent status, risks, upcoming submissions and approvals.
  • Track compliance obligations and support project audits.
  • Provide assurance that works commence only when required approvals have been obtained.
Health, Safety & Environmental Compliance
  • Promote compliance with HS2 standards and project governance requirements.
  • Ensure environmental and planning commitments are communicated and implemented by delivery teams.
  • Support assurance activities, inspections and compliance reviews.
  • Ensure consent conditions are monitored throughout construction.
What do you bring to the role?
  • Proven experience managing planning, environmental or construction consents on major infrastructure projects.
