Job summary

Cardo Group is seeking an experienced Commercial Manager to lead estimating and commercial functions across Roofing, Property and Renewable Services divisions. Reporting directly to the Managing Director, you will drive profitable growth, manage commercial performance, develop estimating and quantity surveying teams, and shape the future direction of the business.

Qualifications

• Degree in Quantity Surveying, Commercial Management, Construction Management or equivalent.
• Significant experience in estimating, QS or commercial management in construction/property services.
• Strong knowledge of roofing and property refurbishment, planned maintenance and capital works.
• Experience pricing works for housing associations, local authorities, public-sector clients.
• Familiarity with NEC, JCT and NATFed contract forms.

Responsibilities

• Manage the commercial performance of multiple social housing contracts.
• Ensure projects are delivered within budgets while maximising profitability.
• Prepare, monitor, and report on project budgets, forecasts, and cash flow.
• Identify commercial risks and implement mitigation strategies.
• Support monthly CVRs and financial reporting.
• Monitor project financial performance against KPIs.
• Administer contracts per standard forms (JCT/NEC/Framework).
• Provide commercial advice to operational teams and manage change control.

Role Overview:

We're looking for an experienced Commercial Manager to lead our estimating and commercial functions across our Roofing, Property and Renewable Services Divisions. Reporting directly to the Managing Director, you'll play a key role in driving profitable growth, managing commercial performance, developing our estimating and quantity surveying teams, and helping shape the future direction of the business.

For the right candidate, this is much more than a traditional commercial management position. You will have the opportunity to shape commercial strategy, strengthen and develop our estimating and quantity surveying functions, influence future growth and play a key role in the continued development of Aspect across our Roofing Services, Property Services and Renewable divisions.

Responsibilities:

• Manage the commercial performance of multiple social housing contracts.
• Ensure projects are delivered within agreed budgets while maximising profitability.
• Prepare, monitor, and report on project budgets, forecasts, and cash flow.
• Identify commercial risks and implement mitigation strategies.
• Support the preparation of monthly cost value reconciliations (CVRs).
• Monitor project financial performance against KPIs.
• Administer contracts in accordance with relevant forms (e.g., JCT, NEC, Framework Agreements).
• Interpret contract terms and provide commercial advice to operational teams.
• Manage contractual correspondence, notices, and change control processes.
• Resolve commercial disputes where appropriate.
• Develop procurement strategies for subcontractors and suppliers.
• Negotiates subcontract agreements and pricing.
• Monitor subcontractor performance and commercial compliance.
• Build strong relationships with key supply chain partners.
• Review and approve valuations, applications for payment, and final accounts.
• Monitor project expenditure and identify opportunities for cost savings.
• Ensure accurate valuation of variations and compensation events.
• Manage recovery of additional costs where contractually entitled.
• Develop and maintain strong relationships with housing associations, local authorities, and other clients.
• Attend client meetings and provide commercial updates.
• Support contract negotiations and framework opportunities.
• Ensure high levels of client satisfaction.
• Produce accurate monthly commercial reports.
• Assist with annual budgets and financial planning.
• Provide forecasts of revenue, margin, and cash flow.
• Ensure timely invoicing and debt management.

You Will Need:

• A degree in Quantity Surveying, Commercial Management, Construction Management or a similar/ equivalent discipline.
• Significant experience within estimating, quantity surveying or commercial management in the construction or property services sector.
• Strong experience of roofing and property refurbishment, planned maintenance and capital works.
• Proven experience pricing works for housing associations, local authorities, commercial clients or other public-sector organisations.
• Sound knowledge of framework contracting and NEC, JCT and NATFed contract forms.
• Experience within roofing, building refurbishment, property maintenance or decarbonisation projects.
• Strong financial and commercial acumen.
• Excellent negotiation, leadership and stakeholder-management skills.
• Confidence using Excel and commercial pricing cost-management systems.
• A full UK driving licence.
