Job summary

HS2 Ltd is recruiting a Commercial Manager to support delivery teams by delivering commercial activities and building value through sustainable relationships with the supply chain and contractors. You will work with the Head of Commercial to provide independent commercial oversight and assurance.

The role covers developing commercial documentation, leading tender evaluations, contract management, and cost forecasting. Strong leadership and NEC3 experience are essential.

The role works alongside the supply chain and contractors within the development delivery teams, assuring and supporting their commercial activities to provide an independent view to Head of Commercial.Key Responsibilities:* Develop and review commercial documentation, works information, and contract documents to support procurement and project delivery.* Lead tender evaluations, support contract awards, and contribute to contract management planning.* Provide commercial oversight and assurance across delivery activities, supply chain engagements, and contractor performance.* Manage NEC3 contract administration, including variations, compensation events, payments, incentives, and cost verification.* Monitor contract performance, analyse supply chain reporting, support programme reviews, and contribute to cost forecasting and savings initiatives.* Provide commercial advice, support dispute resolution, and maintain strong relationships with key contractors and stakeholders.* Lead and review project estimates, governance approvals, change controls, and risk drawdown processes.* Manage and develop commercial team members, setting objectives and supporting performance and capability growth.* Contribute to the development and continuous improvement of commercial policies, processes, procedures, and best practice across the organisation.This role combines procurement, contract management, commercial assurance, stakeholder management, and leadership responsibilities to ensure successful project delivery and value for money.About You:Skills* Ability to manage and administer high value and delivery critical contracts to deliver major complex infrastructure or similar projects and programmes.* Ability to develop commercial strategies and plans on capital projects.* Ability to support the development and management of effective, value driven management of commercial relationships with supply chain.* Ability to support negotiations with both internal and external parties, and to settle disputes.* Ability to support the management of stakeholder parties to achieve successful project outcomes.* Ability to develop commercial policies, processes and procedures.* Ability to support the development of commercial teams.* Ability to demonstrate contract, commercial and risk management skills.Experience* Experience of managing commercial management teams’ members in infrastructure projects and programmes.* Experience of working with or for publicly funded bodies and/or a publicly funded project.* Experience of planning, developing and implementing infrastructure contracts and of working with procurement teams in tender preparation, administration and evaluation.* Experience of using commercial management and reporting systems.It is expected that you will actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.As HS2 Ltd do not hold a sponsorship license from the Home Office, we are not able to provide sponsorship to any applicant.
