Responsibilities

Play a major part in corporate management and strategic planning. Deputise for the Chief Finance & Commercial Officer as required. Contribute to the establishment of the Trust-wide standards to maintain, monitor and improve the quality of total care and the efficient use of resources to promote patient satisfaction, experience and outcomes. Set, own, and lead the delivery of the Trusts commercial strategic objectives and plans. Contribute to the development, communication and promotion of corporate core purpose, vision, mission and values. Work with the Chief Financial Officer to agree operational and personal objectives and performance targets which focus on the delivery of the corporate strategy and business plans of the Trust. Develop effective working relationships with key external stakeholders including commissioners and other local healthcare providers. Contribute to the development of a culture of continuous improvement; promotion of new ideas and initiatives; leading others through the journey to a sustainable future in order to meet stretching financial and performance targets. Ensure that all legal and statutory obligations are met. Ensure the highest standards of corporate and clinical governance, personal conduct and probity. Represent the Trust locally, regionally and nationally as and when required. Participate in the Trusts Director on-call system. Implement and manage contracts with third party contractors, vendors, consultants and suppliers. Ensure contracts are executed efficiently, comply with legal regulatory requirements, and mitigate risks to the project. Responsible for the development and implementation of a commercial strategy for the Trust that achieves the Trusts strategic aims and objectives as set by the Trust Board and reflected in the True priorities, ensuring adequate engagement with stakeholders.

Responsible for the development and implementation of a governance framework for commercial activities of the organisation, including third party, not-for-profit and all partnership arrangements consistent with the Trusts Standing Financial Instructions and Public Sector procurement regulations. Lead in identification, analysing and reporting commercial risks, including but not limited to financial and reputational risk, to all commercial transactions. Work with colleagues to resolve identified problems and to mitigate risks within a robust framework of performance management. Build and develop a highly skilled team with outstanding commercial acumen to maximise and support commercial and business development opportunities.

Lead the promotion and development of commercial skills amongst Trust colleagues that includes responsibility for the management of a commercial teaching/training function across the organisation. Be accountable for effective resource management within the allocated budget, ensuring that all business development activities are delivered efficiently and contribute to the Trusts financial health. Including managing income streams generated through commissions, grants, and national schemes, which may include exploring commercial opportunities through partnerships. Provide expert commercial advice, information and guidance to support any future partnership arrangements with a third party, seeking external support and expertise. Developing high profile business cases to secure both internal and external funding supporting the Trust's financial footprint and long-term sustainability.

Work with Trust Directors and Executives to develop business plans consistent with the commercial strategy and provide leadership to development of business cases for commercial developments, creating a sustainable pipeline of commercial developments. Appraise forecast outcomes of any commercial proposals and strategies and potential benefits and report to the board, stakeholders and regulators, as appropriate. Establish close working with research and innovation services, including the R&D function, Education directorates and ICB, exploring how commercial opportunities could be maximised and exploited. Effectively manage commercial and contractual agreements between the Trust and its stakeholders to ensure value for money and delivery of contractual requirements.

Maintain relationships with external professional advisers including, but not limited to, the Trusts lawyers, auditors and management consultants. Proactively develop relationships with external partners and use extensive networks to develop commercial opportunities for the benefit of patients and staff. This will include clinical networks, shared business services, procurement collaboratives and other health care providers. Contribute to the maintenance of constructive and fruitful working relationships with all members of the health community to foster a strong culture of partnership working and the effective delivery of commercial objectives.

Ensure that commercial and business development activities take account of national policies and guidance relating to financial sustainability, corporate governance and stewardship, and that local policies and procedures for the Trust are developed and implemented in a way which maximises the commercial benefit and stability of the organisation. Promote training opportunities for relevant staff to ensure that the Trust has appropriately skilled staff to enable a high performance culture; and is adequately resourced and, through talent management, ensure that the workforce is planned for the Trusts future needs. Ensure the performance and contribution of individuals is maximised in line with the organisations aims through the promotion and management of appraisal and performance management processes. Support national policy initiatives ensuring local action is adhered to in terms of being recognised as a model employer that has outstanding staff motivation and retention rates i.e. Staff Satisfaction Survey; Equality and Diversity. Support the promotion and development of equal opportunities and diversity across the Trust in both employment and provision of services.
