Job summary

Barhale Holdings Ltd is seeking a Commercial Director to lead the Alliance's commercial function across major UK infrastructure programmes. You will drive the commercial strategy, governance, risk management and contract management within a high-performing team.

Based in the Peterborough area, the role focuses on delivering value for Anglian Water and alliance partners, while fostering innovation and continuous improvement across commercial practices.

Qualifications

  • Significant senior commercial leadership experience on major infra programmes.
  • Experience leading commercial strategy in engineering/utilities/construction.
  • Extensive NEC contracts and commercial management across large capital programmes.
  • Strong knowledge of procurement, contract administration and risk management.
  • Experience in regulated environments and collaborative delivery.
  • Outstanding stakeholder management at Exec/Board level.

Responsibilities

  • Develop and deliver the Alliance's commercial strategy and governance.
  • Lead commercial, estimating and contract management functions.
  • Provide strategic commercial advice to the Executive Leadership Team.
  • Establish robust governance, reporting frameworks, and risk controls.
  • Lead contract management across NEC-based programmes and claims.
  • Drive cost management, forecasting, value engineering and financial controls.
  • Build relationships with Anglian Water, Alliance partners and supply chain.
  • Develop resilient, sustainable supply chain strategies and innovation.

The Role

We're the @one Alliance - a ground-breaking collaboration between Anglian Water and seven industry-leading partners: Balfour Beatty, Barhale, Binnies, MMB, MWH Treatment, Skanska and SWECO. Together we're delivering one of the UK's largest and most ambitious infrastructure investment programmes.

You'll help deliver projects that improve the environment, support sustainable communities and ensure future generations have resilient water supplies, while leading an exceptional commercial function at the heart of a unique alliance model.

Key Responsibilities
  • Develop and deliver the Alliance's commercial strategy, ensuring commercial performance consistently exceeds expectations.
  • Lead the commercial, estimating and contract management functions, building a high performing, collaborative and values led team.
  • Provide strategic commercial advice to the Executive Leadership Team and Board, supporting key business decisions.
  • Establish robust commercial governance, assurance and reporting frameworks.
  • Lead contract management across complex NEC-based programmes, ensuring effective management of risk, change, claims and contractual obligations.
  • Drive commercial performance through effective cost management, forecasting, value engineering and financial controls.
  • Build exceptional relationships with Anglian Water, Alliance partners and the wider supply chain to deliver better outcomes together.
  • Lead the development of resilient, sustainable and high performing supply chain strategies.
  • Champion innovation, digital commercial practices and continuous improvement across the commercial function.
  • Foster an inclusive culture where people can thrive, develop and perform at their best.
About you
Essential
  • Significant senior commercial leadership experience delivering major infrastructure programmes valued at hundreds of millions of pounds or more.
  • A proven track record of leading commercial strategy within complex engineering, utilities, infrastructure or construction environments.
  • Extensive experience of NEC contracts and commercial management across large capital programmes.
  • Strong knowledge of procurement, contract administration, commercial governance and risk management.
  • Experience operating within regulated environments and delivering successful commercial outcomes through collaborative delivery models.
  • Outstanding stakeholder management skills with the ability to influence at Executive, Board and partner level.
  • A degree (or equivalent experience) in Quantity Surveying, Commercial Management, Finance, Engineering or a related discipline.
  • A professional membership with a recognised institution such as RICS, CIOB or CICES (or equivalent).
