Job description

CLCH is in the process of transitioning to a new Service Integration and Management (SIAM) model of digital and data service delivery. Under this future model, the majority of digital and data services will be provided by several external service tower providers under significant multi-year contracts, which are due to commence in mid-2025.

The Commercial and Contracts Manager is a new and critical role created to ensure that the Trust obtains excellent value from these contracts, both at the point they go live and as they evolve to meet the Trust's changing needs over time. The post holder must have extensive commercial and contract management experience to administer commercially detailed digital and data service contracts. This includes strategic planning, change control, negotiation, financial and budget management, contract monitoring and management, compliance, dispute resolution and an understanding of public sector frameworks.

Main duties of the job
  • Administer commercially detailed digital and data service contracts, ensuring that the Trust obtains excellent value from multi-year SIAM tower contracts.
  • Lead on strategic planning, change control, contract negotiation, financial and budget management, contract monitoring, reporting, compliance and dispute resolution.
  • Apply in-depth knowledge of public sector frameworks when managing and developing contracts.
  • Work closely with the Service Assurance Lead, SIAM tower suppliers and Trust partners to support joined-up delivery of digital and data services.
  • Communicate clearly and confidently with senior Trust colleagues, including those without commercial backgrounds, ensuring mutual understanding of contract risks, benefits, and options.
  • Manage and support the Commercial and Contracts Assistant.
  • Contribute to the design, development, and tendering of contracted services, working in partnership with Senior Finance Managers, Service Development teams, and PMO colleagues.
  • Draft NHS clinical and non-clinical contracts and variations with accuracy and attention to detail.
  • Build and maintain positive working relationships with internal and external partners to ensure collaborative and transparent contract governance.
  • Communicate detailed and complex information with tact, diplomacy, persuasion, and strong interpersonal skills, including delivering presentations to a wide range of audiences.

Education / Qualification
  • Degree or equivalent experience, and/or a post-graduate qualification in relevant subject matter, such as IT, commercial, procurement, legal, financial
  • MCIPS and/or IACCM accreditation, or evidence of equivalent level of experience in contract management and procurement
Experience
  • Experience in complex stakeholder management and engagement within, and across, organisations, including effective commination up to Board level
  • Experience of presenting complex and sensitive information to key stakeholders and groups
  • Experience of budgetary responsible, including budget setting with evidence of working know
Skills & Knowledge
  • Excellent presentation and communication skills - ability to engage with all levels of staff and contribute in meetings
  • Must build a detailed understanding of the various contractual arrangements in place with the SIAM tower suppliers, ledge of financial processes
