We are seeking an experienced and accomplished leader to help shape the future of neighbourhood services across South Lanarkshire.
South Lanarkshire is one of Scotland’s largest and most diverse local authority areas. Our communities are ambitious, expectations of public services continue to grow and the operating environment for frontline services is changing rapidly. We are responding by modernising services, embracing innovation and strengthening our focus on place-based working.
The role of Neighbourhood Services Manager sits at the heart of that ambition.
As Neighbourhood Services Manager, you will provide strategic and operational leadership across a diverse range of frontline operations. You will ensure that services are safe, compliant, responsive, resilient and focused on achieving positive outcomes for communities across South Lanarkshire.
Working closely with the Head of Facilities, Waste and Grounds Services, you will lead a highly visible, large and multidisciplinary frontline service with a workforce of around 900 employees working across the authority. You will be responsible for workforce leadership, service performance and productivity, significant revenue and capital budgets, statutory compliance and the effective deployment of resources. You will work closely with elected members, trade unions, local community groups, contractors, suppliers and partner organisations.
You will develop a positive and accountable culture where employees are supported to perform at their best. You will also lead service transformation, policy development and continuous improvement, using operational insight, digital technology, automation and innovation to improve frontline services.
The operating environment continues to evolve. Financial pressures, climate change, workforce challenges, technological advancement, regulatory change and rising community expectations all require services to adapt. You will provide visible and confident leadership through this period of change, ensuring that services remain resilient, sustainable and capable of meeting the Council’s future needs.
We are looking for an experienced senior leader with a strong track record of managing complex operational services, leading large workforces and delivering measurable improvement. You will understand the importance of sound financial management, health and safety, statutory compliance, effective governance and Best Value.
You will bring strong professional judgement and the ability to make difficult decisions in a complex, operational environment. Just as importantly, you will be able to build trust, engage employees and partners, and bring people with you through change.
If you have the operational experience and collaborative leadership skills to drive improvement and deliver positive outcomes for our communities, we would like to hear from you.
