Job description
Clinical Development Specialist

Closing date: 21 December 2025

To contribute as a key member of the Emergency Operations Centre (EOC) Education Team, taking responsibility for the strategic and operational delivery of high‑quality education, training and professional development for both clinical and non‑clinical staff within the EOC.

Key Responsibilities
  • Accountable to the EOC Senior Manager (TDC) for implementing and delivering the EOC Education Plan, providing leadership, expertise and strategic direction in the design, execution and evaluation of educational initiatives.
  • Ensure the quality, compliance and effectiveness of professional education and training programmes, supporting continuous learning and development across the EOC.
  • Collaborate with clinical governance and management teams to develop and deliver assessment and mentoring opportunities that enhance patient care quality and clinical outcomes.
  • Provide specialist educational support and guidance to EOC Clinical Hub colleagues, promoting learning dissemination and facilitating ongoing professional development in partnership with EOC Clinical Education Developers and Senior Clinical Advisors.
  • Lead and manage the delivery of high‑quality clinical education across the Emergency Operations Centre, supporting CPD and ensuring compliance with professional and regulatory standards.
  • Advise senior operational managers to meet training needs and advise leadership on statutory, mandatory and vocational education.
  • Develop bespoke training for Clinical Hub staff, including remote and rotational clinicians, and contribute to the EOC Annual Education Plan.
  • Manage a team of education professionals, driving performance and ensuring alignment with organisational goals.
  • Contribute to national policy development, maintain educational governance compliance and robust performance monitoring systems.
  • Maintain professional registration, clinical credibility and Tactical Commander competency, and participate in the on‑call rota.
  • Oversee assessment processes, act as Course Director and support learners through complex cases.

Job Responsibilities

All duties and responsibilities will be undertaken in accordance with EMAS policies and procedures, which may be amended from time to time. Patient safety is a key priority, and you will be responsible for full compliance with EMAS policies covering risk management, infection prevention and control, safeguarding children and vulnerable adults.

Person Specification
  • Educated to degree level 6.
  • HCPC registered paramedic and/or registered nurse.
  • Portfolio of CPD evidence showing commitment to personal development.
  • Relevant health‑care related degree or evidence of working at that level.
  • L4 teaching qualification or willingness to work towards.
  • L3 assessing qualification or willingness to work towards.
  • Quality assurance qualification or willingness to work towards.
  • Minimum of 2 years experience working in an emergency or urgent care setting.
  • 2 years post‑registration.
