Job summary

London Borough of Waltham Forest is seeking a Clerk of Works to oversee planned works across its housing stock. The role focuses on high standards of quality, safety and value for money, with inspections, post-inspections and ongoing site monitoring.

Responsibilities

  • Conduct inspections and post-inspections to assess workmanship, materials and compliance with contractual specs and safety standards.
  • Monitor active planned works sites to ensure standards are met and address issues early.
  • Ensure compliance with Decent Homes Standards, Building Safety Regulations, and the Damp and Mould Policy through regular quality monitoring.
  • Record and report substandard work or non-compliance and coordinate timely rectifications.
  • Maintain detailed records of inspections, findings and corrective actions in housing management systems.
  • Provide clear technical feedback to contractors and operatives to drive improvements.
  • Contribute to contractor performance reviews with evidence-based input.
  • Identify trends and areas for quality improvements in responsive repairs.
  • Engage with residents during inspections to address concerns professionally and promptly.

About the role:

The Clerk of Works (COW) plays a vital role within the Planned Works Team at the London Borough of Waltham Forest, ensuring that the planned works carried out across the Council's housing stock are delivered to the highest possible standards of quality, safety, compliance and value for money. This role is central to maintaining and enhancing resident satisfaction, service reliability, and the Council's strong reputation for excellence in housing services.

As part of a performance-driven and resident-focused team, you'll carry out detailed inspection and post-inspections of completed works and monitor works in progress. You'll assess workmanship, materials, and compliance with contractual specifications-ensuring planned works meet the highest standards and are delivered within agreed timeframes.

You'll work closely with contractors, consultants, residents' and internal teams to resolve issues promptly and effectively, contributing to continuous service improvement and a culture of accountability and excellence.

  • Conduct inspections and post-inspections
    Carry out thorough inspections during planned works and post-inspections of completed works to assess the quality of workmanship, materials used, and compliance with contractual specifications and safety standards.
  • Monitor Planned Works In Progress
    Visit active planned works sites to monitor ongoing works, ensuring they are being delivered to the required standards and addressing any issues early in the process.
  • Ensure Compliance with Housing Standards
    Support the Council's compliance with Decent Homes Standards, Building Safety Regulations, and the Damp and Mould Policy through regular quality monitoring and reporting.
  • Identify and Report Deficiencies
    Record and report instances of substandard work or non-compliance, working with contractors and internal teams to ensure timely rectification.
  • Maintain Accurate Records
    Maintain detailed and up-to-date records of inspections, findings, corrective actions, and outcomes in the Council's housing management systems.
  • Provide Technical Feedback
    Offer clear, constructive technical feedback to contractors and operatives to support ongoing improvements in service delivery.
  • Support Contractor Performance Reviews
    Provide evidence-based input for contractor performance evaluations, helping to ensure continuous improvement and accountability.
  • Contribute to Service Improvements
    Identify trends, recurring issues, and areas for improvement in the responsive repairs service, and contribute to the development and implementation of quality improvement initiatives.
  • Resident Engagement
    Engage with residents during inspections where necessary, ensuring their concerns are understood and addressed in a professional and timely manner.
  • Promote Value for Money
    Help to ensure repair works are completed effectively the first time, minimising repeat visits and promoting cost-efficiency in service delivery.

Qualifications and Requirements:

  • Relevant qualifications in housing or legal fields, or equivalent experience in managing disrepair or litigation cases.
  • Evidence of Continuous Professional Development (CPD) in legal and housing management
