Job summary

Islington London Borough Council is seeking a Head of Civil Contingencies and Organisational Resilience to lead emergency planning, business continuity and resilience across the borough. You will be part of Environment and Public Safety, ensuring statutory duties are met and responses are effective during incidents.

The role requires strong leadership, strategic thinking and collaboration with partners to safeguard communities and keep residents safe.

Qualifications

Significant experience in emergency planning, disaster management or business continuity.
Proven ability to lead teams and work across complex partnerships.
Strong strategic thinking, risk assessment and project management skills.

Responsibilities

Lead emergency planning, resilience and business continuity functions.
Deliver statutory duties as a Category 1 Responder under the Civil Contingencies Act 2004.
Manage the council’s 24/7 corporate emergency response arrangements.
Lead multi-agency resilience partnerships and the borough’s resilience arrangements.
Ensure effective operation during major incidents and emergencies.
Provide expert advice to senior leaders and partners on resilience, emergency response and crisis management.
Lead counter-terrorism preparedness and the Protect and Prepare agenda.
Drive organisational learning through exercises, audits, testing and lessons learned.
Develop community resilience programmes for residents, businesses and partners.
Lead and develop a high-performing team responsible for civil contingencies and organisational resilience.
