The role of the CEO is a high‑profile and influential one. You will report to the Chair and work closely with the Board members to establish and lead the organisation and provide strategic direction, ensuring systems and structures are in place to enable the Authority to fulfil its statutory responsibilities.
The post holder will ensure appropriate leadership, people skills, systems and governance, are in place to meet the aims and objectives of the new Authority, including the statutory duties as set out in The Disused Mine and Quarry Tips (Wales) Act.
The CEO will work with the Welsh Government Programme Board on the implementation and establishment plans to ensure the Authority is delivered on time and is fit for purpose for day one of operation and establish effective working relationships with key stakeholders such as government and industry leaders.
Key Responsibilities
- Strategic Leadership: Develop, design and establish the new organisational strategy to shape and lead the new organisational structure, operating systems, and its ways of working in accordance with The Disused Mine and Quarry Tips (Wales) Act to create a highly effective, accountable and engaged workforce.
- Authority Establishment: Lead the successful establishment of the Disused Tips Authority for Wales, ensuring senior leadership and staff are credible, quickly embedded and focussed to deliver on the Authority's mission.
- Public Representation: Act as the public face of the Disused Tips Authority for Wales, demonstrating strong presentation skills to be able to speak publicly with confidence.
- The Organisation: Provide strong and inspirational leadership, vision and strategic direction to the Authority staff to achieve the highest levels of performance and ensure a culture of continuous improvement.
- Board Collaboration: Work closely with the Board to set and deliver priorities, promote and lead the delivery of the Authority's statutory functions and duties.
- Public Value: Understand the needs of a government funded organisation and providing value for money to the public purse.
- Resource Prioritisation: Setting the direction to deliver the strategic plan and prioritising resources effectively.
- Innovation: Challenge traditional models of service delivery, advocating for preventative approaches, cross-sector collaboration, continuous learning and evidence-informed practice to drive transformation in the sector.
- Equality and Inclusion: Champion equal opportunities and diversity, create a workplace environment that ensures an inclusive approach in all Authority activities.
- Governance and Performance: Ensure that appropriate performance management and wider management and wider administrative and governance arrangements are in place.
- Policy Engagement: Managing input into the Authority's responses to Government consultations and the development of key policy initiatives to ensure they meet the priorities of their Strategic Plan.
- Accountability: Ensure the Authority exercises robust governance, transparency and accountability and clearly demonstrating the Authority's impact and value.
- Chief Executive will be the Chief Accounting Officer for the Authority.

Salary and Benefits
Alongside your salary of £120,000, Welsh Government contributes £34,764 towards you being a member of the Civil Service Defined Benefit Pension scheme.
