Lead change that improves lives

Transformation in local government has never been more important.

At Blackburn with Darwen Council, we're redesigning how services are delivered to meet growing demand, improve outcomes and ensure long-term sustainability. This isn't change for the sake of change. It's about creating better lives for residents, strengthening communities and delivering high-quality services that make the best use of public resources.

We're looking for an exceptional Change Manager to help lead this journey.

This is an exciting opportunity to influence organisation-wide transformation, working with senior leaders, frontline services and multidisciplinary teams to deliver meaningful and lasting change. You'll help services adopt new ways of working, embed change successfully and realise tangible benefits for residents, staff and the Council.

Whether you're already working in local government, the NHS, housing, consultancy or another complex organisation, this role offers the chance to apply your expertise where it will have a real and visible impact.

A key role in Adult Social Care transformation

A significant focus of this role will be supporting transformation across Adult Social Care.

Working closely with operational leaders, practitioners and partners, you'll help deliver change that improves outcomes for adults and carers, supports independence and wellbeing, and ensures services remain sustainable for the future.

This is a rare opportunity to combine professional change expertise with genuinely purpose-driven work, helping shape services that have a direct impact on people's lives.

You'll join a supportive and ambitious Digital & IT team, working alongside programme managers, project managers, business analysts, service designers and technical specialists to deliver some of the Council's most important transformation priorities.

We're committed to our TRACK values:

Trust - We believe in and can rely on each other.

Respect - We embrace diversity and value our differences.

Ambition - We have the courage to try new things and strive to be better.

Collaboration - We achieve more by working together.

Kindness - We are self-aware and considerate in all that we do.

What you'll bring

You'll have experience leading change in a complex environment and a track record of helping individuals, teams and services successfully navigate transformation.

You'll be able to:

  • Build strong relationships and influence stakeholders at all levels.
  • Lead engagement, communication and adoption activities.
  • Support leaders and teams through change with confidence and empathy.
  • Manage competing priorities while maintaining a focus on outcomes.
  • Champion continuous improvement and organisational learning.

If you're passionate about helping people embrace change and want to play a leading role in shaping the future of services in Blackburn with Darwen, we'd love to hear from you.
