Strategic and Operational Leadership of the Specialist CAMHS Teams of Boroughs of Westminster, Harrow and Hillingdon.
Responsibilities
Policy and Service Development
- Ensure necessary systems and processes are maintained and provide accurate reports on referrals, waiting times, demand on the service, service user experience and other key performance indicators.
- Consider eligibility thresholds when triaging referrals and respond to enquiries for CAMHS, providing signposting where appropriate.
- Participate in the strategic planning process within the Service Line, Division and Trust.
- Monitor, view and adapt services to meet changing need and identified commissioning requirements.
- Implement service changes when required, ensuring effective implementation and management with measurable outcomes and agreed timescales.
- Establish systems to monitor stakeholder views of services and involve service users (children, young people, parents and carers), relevant community organisations and other key stakeholders in influencing key decisions.
- Contribute fully to the development of the service line and assist in setting strategic objectives for the CAMHS service.
- Identify new business opportunities within the service and take a key role in developing new business cases.
- Ensure delivery of clinical and care quality standards and objectives.
- Keep the service up to date with legislative and policy changes and developments.
- As a member of the senior management team, contribute to the establishment of new services that meet national and local requirements.
- Assume responsibility for further delegated areas of lead responsibility within the service and/or across the service line as required by the Service Director.
- Work in partnership with the clinical lead to ensure the service has clear and responsive operational policies, procedures and protocols – in partnership with local providers if required.
- Ensure teams managed are trained and skilled in recognising potential risk and safeguarding issues.
- Ensure effective systems are in place to prevent and reduce the risk of significant harm to children and young people from abuse or other types of exploitation.
Management of Resources
- Ensure the directory of local services available to service users is kept up to date, accessible and routinely used by referral and access staff.
- Provide a framework for achieving organisational objectives, including the development of protocols, local policies and procedures, liaison networks and managerial structures.
- Manage a budget within the scheme of delegation and to agreed accounting standards and procedures, implementing cost improvement programmes as required.
- Prepare accurate financial information in liaison with the Finance Department for inclusion within business cases and bids as and when they arise.
- Fully consider issues of race, culture and gender in service provision and ensure they are appropriate to the needs of the diverse community and within the statutory framework and equal opportunities policy.
- Maintain buildings, service centres and sites to agreed standards and meet Health and Safety requirements.
- Implement the Trust’s information/data procedures and participate in the collection and reporting of statistical information.
- Ensure services achieve performance targets as agreed on an ongoing basis.
Human Resource Management
- Promote strong and effective leadership within a care quality governance structure built on the principles of open engagement, enquiry and learning.
- Develop and implement a leadership structure that safely devolves decision making close to the point of care delivery.
- Ensure effective performance management structures are in place and that all staff have structured supervision and an annual appraisal.
- Provide learning and development opportunities appropriate to staff needs within financial constraints.
- Ensure staffing levels and skill mix fully and effectively meet the needs of the services within financial constraints.
- Treat staff fairly and consistently within operational policies and procedures applied in the organisation.
Communication
- Ensure effective communication within the service, across CAMHS and with external partners such as adult mental health, T4 providers and local authorities.
- Lead in ensuring effective communication channels exist to all staff within the team and CAMHS.
- Investigate complaints and liaise with service users, carers, parents.
- Develop and maintain links with external agencies such as Commissioners, local authority, adult mental health, acute hospitals, user groups, voluntary sector organisations, police, LAS.
- Promote the Trust’s services and positively enhance the Trust’s corporate image internally and with external agencies.
Training
- Promote a positive image of the service through development of self and others.
- Keep up to date and participate in training programmes identified within personal development plan.
- Develop and implement training strategies for the service in line with others.
Research and Development
- Provide services in accordance with agreed standards and evidence based / evidence informed practice.
- Participate in Service Line and Divisional wide special projects, research, clinical audit and surveys.
