Job summary

Transport for Wales is seeking a business planning professional to support the development and delivery of the Corporate Strategy and Annual Business Plan. You will gather and analyse data across directorates, maintain guidance and line-of-sight contributions, and help ensure value for money and alignment with the Wellbeing of Future Generations Act.

Qualifications

• Degree in Accountancy/Finance, Maths, Science or Business Studies or similar, or significant relevant experience.
• Experience of analysing and explaining complex information both verbally and in written reports, quantitative and qualitative data.
• Experience of reporting tools and production of reports e.g., Word, Excel, PowerPoint, PowerBI.
• Excellent verbal and written communications skills.
• Experience of building good and lasting relationships with internal and external stakeholders at all levels in a business environment.

Responsibilities

• Support development and analysis of TfW Corporate Strategy and Annual Business Plan across the planning cycle.
• Collate and analyse data across directorates to ensure alignment with the TfW Business Planning Framework.
• Maintain guidance for directorates by mapping line of sight to the plan for consistency.
• Deliver performance reporting framework by capturing issues and risks affecting strategy delivery.
• Provide internal process management and due diligence for Investment Governance and delegated authority.

Job description

Support the business planning process to deliver the output corporate strategy and business plan that meets the requirements of Transport for Wales (TfW) Board and Welsh Government ensuring alignment with the TfW Business Planning Framework.

Role responsibilities

• Support the development and analysis of TfW's Corporate Strategy and Annual Business Plan through the business planning cycle and processes that preserves and strengthens stakeholder confidence to ensure that an effective Corporate Strategy and Annual Business Plan is developed, approved, and delivered.
• Support the development of TfW's Annual Business Plan by working across the business directorates to collate and analyse the relevant data and information to ensure that the plan encapsulates TfW's strategic priorities and is aligned to the TfW Business Planning Framework.
• Maintain guidance for directorates by developing a “line of sight” for each directorate that demonstrates how a directorate and their functions contribute to the business plan to ensure that a level of consistency is seen across the organisation in producing an effective business plan.
• Deliver the Corporate Strategy and Annual Business Plan performance reporting framework by capturing systematically and identifying and highlighting issues and risks that may affect the delivery of the Corporate Strategy and Business Plan to bring consistency and understanding for a range of internal and external stakeholders.
• Providing internal processmanagement and due diligence associated with the Investment Governance Process by ensuring the business delivers improvement and change in line with the business planning framework and decisions are made in line with the delegated authority.
• Support on the requirements and developing business cases from inception to completion by providing guidance and advice to ensure there is a benefits realisation plan in place.
• Provide oversight on business case approval timeframes through compliance with the TfW delegated authority to demonstrate that business investments can deliver good value for money and how our decision-making demonstrates the Wellbeing of Future Generations (Wales) Act 2015 is being considered in consultation with TfW internal stakeholders and ensure accurate records are held and reviewed.
• Delivery of effective benefits realisation reporting by tracking whether intended benefits have been realised and sustained during and after the delivery of a business case to ensure that benefits tracking has been carried out across the organisation and is in line with the benefits management strategy.
• Support continuous improvement by training materials for the organisation on the development and presentation of business cases, and benefits realisation plans.
