Job description

An exciting opportunity has arisen for the role of Business Manager at Forrest Medical Centre. The list size is approximately 13,000 patients. This is a part time role with the opportunity to work over 4/5 days. The post is for 25 - 30 hours per week.

The partners are forward-thinking and looking for an exceptional leader with strong business management skills, particularly in strategic management, human resources HR, project management, public relations, financial planning, income generation and budgeting.

The successful candidate will need to be able to work collaboratively with practice manager and the partners, as a group and individually, to develop and implement strategies.

We are looking for a confident and resilient individual with excellent communication skills. It is essential that the new manager can ensure that the practice continues to run smoothly, exploring opportunities for collaborative working and income generation.

We are open to change and looking to develop future systems and services, in addition to those already offered that support excellent patient care and continued financial viability.

Previous NHS experience is essential; primary care management experience is desirable. Those without primary care experience will need to demonstrate transferable knowledge and skills.

The focus will be on future stability and managinggrowth and they will have awareness and manage the current opportunities and threats forhealth service providers. The practice and partnership are open to change andlooking to develop future systems that support excellent patient care.

About us

The Partners have roles inthe local Integrated Care System, Primary Care Network, NHS England and WarwickMedical School.

The practice isa member of Go West Primary Care Network (PCN) which comprises of six practices.Their aims include providing highquality patient centred healthcare and working with local partners to ensuresustainability for local health services for the future. The practice is also amember of Coventry and Rugby GP Alliance.

The health and wellbeing of staff and patients is always the main priority, and the partnership is continuously looking at ways of improving both the patient care provided and staff morale. The practice organises an annual charity challenge, often in the form of a sponsored trek, plus multiple social events, open to all staff throughout the year.

The practice is an experienced training practiceand provides training and development for medical students, doctors at allstages of their training and other allied health professionals.

The team includes 6 salaried GPs, a comprehensive nursingteam with an ANP, practice nurses and health care assistants. The practice alsobenefits from close working with other allied health professionals including clinical pharmacists, musculoskeletal practitioners, an occupational therapist, mentalhealth support workers and social prescribers. In addition, the practice has anexperienced and skilled reception and administration team.

Job responsibilities

Job purpose

The focus of the role isstrategic planning and future proofing, which will include overseeing the management of the practice, optimising efficiency, and financial performance.Ensuring the practice achieves its long-term strategic objectives in a safeand effective working environment.

Through innovative ways ofworking, and along with the Management Team promote, continuous improvement,confidentiality, service delivery, learning and development, profitability andensure the practice complies with all statutory (including CQC) regulations.Also explore all opportunities for collaborative working including engagementwith the PCN and ICB.

Primary responsibilities

The following are the coreresponsibilities of the Business Manager. There may be, on occasion, arequirement to carry out other tasks. This will depend on factors such asworkload and staffing levels.

The Business Manager isresponsible for:

  • Supporting the Practice Manager in the functionalmanagement of clinical and administrative staff.
  • Maintaining and ensuring compliance with HRlegislation
  • Reviewing staffing levels inline with the practice joint working policy where required.
  • Manage the financial elementsof the practice, including budgets, bank accounts, petty cash, payroll, payments,and receipts. This also includes Primary Care Network (PCN) income andexpenditure, ensuring financial and contractual scrutiny is given on alltransactions and activity
  • Ensuring the practice exploresall opportunities to maximise income and reduce expenditure in collaborationwith the partners/practice manager implementing these opportunities whereappropriate which may include streamlining processes over both sites.
  • Briefing partners, whenrequired, on all financial and strategic matters, including forecasting andfuture sustainability.
  • Working with the team to reach QoF (Quality andOutcomes) targets, Enhanced Services and all other quality incentive schemessigned up to by the practice.
  • PCN working with thepractices clinical lead/director, Practice Manager and PCN Manager to ensurethat the practice team are kept up to date on PCN activities, futureandrecruitment opportunities. Attend PCN meetings and briefing the partnershipwhen required
  • The practice lead for thedevelopment of the practice building ensuring it is are fit for purpose and in line with NHSestates policy and are utilised effectively for delivering clinical care andsupport functions. Supporting the management of the estates and facilities,including health and safety aspects such as risk assessments and mandatorytraining
  • Leading and coordinating allprojects within the practice, including 6-month review plan (this couldinclude developing the PCN, the further development of the practice,planning, risk-assessing and staffing reviews)
  • Coordinating the compilation and review of practice reports,including the practice development plan (PDP), business development plan, andbusiness continuity plan. Exploringexamples of good practice to influence the planning of the practicespriorities which may include writing business cases and service levelagreements
  • Ensuring ongoing practice CQCcompliance. Managing the process by which the practice maintains registrationunder the CQC. Working with the team and partners in preparation for CQCinspections
  • Developing and coordinating an effectivecommunication strategy (internal and external)
  • Ensuring the practice maintainscompliance with its NHS contractual obligations
  • Provide support to the partnersand the partnership to ensure excellent team-working and a sound legalframework, including the recruitment of new partners, organisation ofawaydays, and planning meetings.
  • Chair and oversee effective business meetings. Also ensure thepractice has effective practice, departmental and clinical meetings etc with clear agendas, minutes, andaction plans

Secondary responsibilities

In addition to the primary responsibilities, the Business Managermay be requested to:

  • Deputise for the Partnersat internal and external meetings.
  • Deputise for the PracticeManager when required.
  • Act as the primary pointof contact for NHS(E), ICB, community services, suppliers and other externalstakeholders
  • Partake in audit asrequested by the audit lead

The postholderwill be expected to:

Managetheir own time effectively, andplanand meet personal and practice targets

Manage their ownpersonal development through reflection and feedback from Partnersand colleagues

Ensure that personal training needs areidentified and met

Other terms

Probationary period

There will be a six-month period ofmutual assessment, during which time the period of notice will be one month for both the surgery and the candidate.

Once the probationary period has beencompleted, there will be a three-monthperiod of notice on either side to terminate the employment.

Annual leave and ContinuedProfessional Development

Annual leave entitlement will be six weeks plus statutory public holidays pro rata for part time working. Time off to attendrelevant training courses and updates will be approved in advancewith the agreementof the partners.

Hours of work

This is a senior salaried role. This is a part time role *25/30 hrsper week, (opportunities to work four/five days per week are available, specificdays/working pattern to be agreed by the partners, prior to starting), althoughthe postholder is expected to work flexibly to fulfil the duties of the role.

Entrance into the NHS Pension Scheme isautomatic unless the postholder selects to opt out of the scheme.This is a contributory scheme by both employee and employer. There is noalternative scheme available, unless you have retired from the NHS Pension Scheme, in which case you canjoin an alternative provider.

The salary,depending on skills and experience, will be in the region of £55,000 - £60,000 (FTE pro rata) perannum.
