A local government organization in Luton is seeking a skilled Business Analyst to support a transformation journey aimed at improving public services. The ideal candidate will gather and document business requirements, redesign processes, and apply GDS principles while collaborating with multiple teams. Candidates should have experience in process mapping and service analysis, alongside excellent communication skills. This role offers a competitive salary and a range of benefits, including flexible working arrangements and a generous relocation package.
Salary: £42,839 - £46,142 a year pro rata

Contract type: Fixed Term/Secondment
This position is available as a secondment opportunity for 12 months. Luton Council is on an exciting transformation journey – and we’re looking for a skilled Business Analyst to play a vital role in re‑imagining how our residents experience public services. As a Business Analyst within our Transformation function, you will be central to designing, improving and modernising services across the Council. You’ll work closely with Service Designers, Transformation Leads, IT (DDaT), the PMO and Business Change colleagues to ensure our services are efficient, user‑centred and fit for the future.
Your work will include gathering and documenting business requirements, analysing current vs. future state processes, and recommending changes that drive real operational efficiency. You’ll support project delivery teams by helping define system changes, shaping digital solutions and ensuring service redesign aligns with GDS (Government Digital Service) principles.
