Building Safety Manager

Salary: £312.25 PAYE per day

The role:

Our client is seeking an experienced Building Safety Manager to lead on the implementation of regulatory requirements under the Building Safety Act and oversee all building safety functions across the housing portfolio. This role is responsible for the overall strategic and operational delivery of building safety, ensuring compliance with statutory and non‑statutory obligations and driving a culture of safety for residents, staff and visitors.

You will act as the building’s competent person and provide expert advice on fire safety, compliance, contractor management and regulatory requirements, working closely with internal teams, external partners and the Building Safety Regulator.

Key Responsibilities:
  • Lead and manage building safety across Manchester City.
  • Ensure compliance with all statutory and non‑statutory building safety responsibilities.
  • Oversee and coordinate fire safety, asbestos, gas, electrical safety, lifts, legionella and other compliance programmes.
  • Manage Fire Risk Assessments, ensuring actions are completed in a timely manner.
  • Maintain accurate building safety files and ensure good housekeeping standards.
  • Act as the named competent person for building safety.
  • Attend meetings with contractors, consultants and procurement teams.
  • Develop and contribute to building safety policies, procedures and safe systems of work.
  • Provide leadership and technical expertise in fire safety management across all assets.
  • Support procurement activities, contractor selection and ongoing quality assurance.
  • Produce fire safety reports and statistical information for management.
  • Build effective working relationships with GMFRS and support tenant engagement initiatives.
  • Ensure compliance with all updates to legislation and best practice.
  • Engage with residents, leaseholders and stakeholders as required.
  • Support communications for tenants regarding building safety.
  • Contribute to emergency planning, business continuity and out‑of‑hours response.
  • Adhere to and promote Health & Safety, environmental and equal opportunities policies.
What the client is looking for:
  • Relevant Asset Management, Construction and/or Fire Safety qualifications.
  • Knowledge of Fire Safety Regulatory Reform Order 2005 and the Building Safety Act 2020.
  • Comprehensive understanding of building construction, maintenance, legislation and compliance.
  • A relevant Fire Safety qualification (e.g., NEBOSH Fire Safety) accredited by IFE/IFSM.
  • Chartered membership of CIH or CIOB and a degree or equivalent (construction or housing).
  • Strong project management and change management experience.
  • Experience managing teams and embedding new ways of working.
  • Excellent communication and influencing skills.
  • Ability to lead confidently in emergency situations.
  • Strong customer focus and understanding of service delivery impacts.
  • Ability to analyse data and prepare clear, concise reports.
  • Experience of contractor management and quality assurance.
  • Commitment to continuous professional development and service improvement.
  • Strong IT literacy.
