This is a senior management position responsible for leading the efficient and effective operation of all building management systems (BMS)within the Health Board and support the Estates Department across all sites. It is a pivotal role with responsibility that will have a major effect on how the department operates and reacts to ensure patient care and wellbeing of staff working within or visiting Swansea Bay University Hospital sites (SBU).
Responsible for the preparation of detailed specifications and/or the design of schemes for SBU to ensure that the Health Board's BMS is updated and adapted in line with technological best practice and the evolving nature of the hospitals and health care facilities.Negotiate and organise contractors, suppliers, statutory agencies or utility companies to support the development and contribution of the BMS systems to effective estate management, safety of buildings and associated infrastructure, and the management of building risks to minimise and eliminate disruption to patient care services.oResponsible for mitigating Estates risks and the development of the BMS, including the development and implementation of early warning systems.Responsible for the project management of BMS schemes from end to end timely and within budget.Lead the development of the Health Board's Building Information Modelling (BIM) and recommend system interface developments, working closely with the Estates Officer responsible for the computer aided facility management (CAFM), development of services and facilities group 20 (SFG20), and performance management KPIs.Manage the undertaking and co-ordination of condition surveys of engineering plant and services using the data collected to prepare planning programmes for capital investment, statutory compliance and backlog maintenance.

Planning and DesignResponsible for the project management of BMS schemes from end to end timely and within budget. This will involve analysing, comparing & interpreting a range of complex multi-disciplinary engineering options, whilst working within parameters set out in organisational, H&S legislation and Approved Codes of Practice (ACoPs), Welsh Health Technical Memoranda (WHTMs), and Electrical, Mechanical and Building Regulations, as well as associated legislation.Preparation and implementation of a planned preventative maintenance (PPM) program for all BMS systems. Undertaking a lead role in the critical analysis and prioritisation of designated specialist services, planned maintenance and reactive routines e.g. Heating Ventilation and Air Conditioning (HVAC), High and Low Voltage and all building monitoring systems. Complying with current legislation and guidance and the needs of patients, public and staff.Schedule annual training for staff on the technical systems to ensure they are understanding and compliant with all new BMS services the hospital wants to implement.Improvement, Monitoring, Policy/Service DevelopmentImplement a continuous program of change and improvements to ensure that all systems are aligned to new initiatives and meet the HB needs and comply with legislation etc.Contribute to policy development and develop and implement SOPs ensuring they are followed and updated as required.Ensure all operating processes comply with WHTMs.Ensure department policy and processes are implemented and aligned with the Digital Strategy.OperationalAssist, mentor and repair BMS equipment, need to prioritise and if necessary, improvise to make sure all systems work correctly and efficiently.Adhere to all Health and Safety requirements in particular training for PPE and working in challenging conditions will be met by regular training courses.Communication.Provide professional advice, guidance and recommendations to Capital/Design staff on the correct selection and installation of Building Management Systems. Check post contract documentation, such as Operation and Maintenance Manuals, Commissioning Reports, Drawings etc. working with capital and contractors ensuring they meet the needs of services.Provide and receive complex multi-disciplinary Technical / Professional engineering information in relation to building management systems to give complex advice and guidance to internal & external stakeholders at all levels including specialists and non-specialists.Communicate using a range of communication skills, orally delivering presentations to large groups.Develop reports to convey complex solutions using clear language providing solutions and remedies to a range of internal and external stakeholders.Ensure effective working relationships Linking with all stakeholders with any modifications, reporting back to senior Estate managers with any non-compliance.Finance and BudgetMaximise the use of the BMS to support the Manage the building management system budget, utilising best practices to ensure value to the Health Board.Digital and InformationResponsible for designated BMS electronic technical systems, services and to co-ordinate all maintenance contracts relating to these services. Responsible for confirming the correct set point values, design parameters and control functionality of all system components and making agreed adjustments to system parameters to attain optimum system performance.Develop and provide reports and group presentations to senior management which will include combining multicomplex data and relaying performance related data in understandable terms for non-technical staff.Management, Training & LeadershipResponsible for the development, delivery and scheduling of expert Technical Training for Estates Staff in Building Management Systems, monitoring training throughout the department. Mentoring staff to assist to future proof the department future needs.Maintain professional competence ensuring knowledge technical expertise complies with new developments in engineering field. Undertaking professional development courses/training identified to maintain the competency requirements of the post.Research & AuditUndertake regular audits of the system to ensure operational effectiveness.
