St Andrews BID is seeking a proactive BID Manager to support local businesses and deliver the objectives of the BID business plan 2026-2031. You will build strong relationships with businesses, partner agencies, Police Scotland, and the local authority to translate ideas into practical actions.

Responsibilities

  • Work with the BID Chair and Board to represent the BID professionally.
  • Lead strategy for delivering the BID's third term and develop KPIs.

  • Frame annual and term budgets for Business Plan delivery.
  • Ensure financial management and provide monthly reports to the Board.
  • Identify and pursue additional funding sources via grants and contributions.
  • Develop relationships with partner organisations and stakeholders.
  • Manage BID’s social media presence and content development.
  • Plan, promote and manage events and create an annual events schedule.
  • Identify training opportunities for businesses and oversee delivery of training resources.
  • Manage day-to-day BID operations, contracts, HR and project management.

Job description

The BID Manager will support the businesses of St Andrews Business Improvement District (BID) through ensuring the successful delivery of the objectives set out in the BID business plan 2026-2031. This will be achieved by building and maintaining strong relationships with businesses, partner agencies, Police Scotland, and the local authority; managing funding, translating ideas into practical and deliverable actions; coordinating activities; managing projects and events; identifying and pursuing additional sources of funding, and facilitating effective communication across all stakeholder groups.

This is a broad and varied role that requires a proactive and results-driven and individual with strong commercial awareness and excellent organisational and communication skills. The ideal candidate will have experience of working within a multi-stakeholder environment, including the retail, services, public and local government sectors. A knowledge of St Andrews and its businesses would be beneficial.

Essential Functions
  • Work closely with the BID Chair and Board, and always represent the BID in a professional and exemplary manner
  • Lead on the strategy for delivering the St Andrews BID third term in line with the Business Plan, developing Key Performance Indicators to measure delivery
  • Engage on a one-to-one level with business owners and staff to ensure effective planning and productive delivery of the BID’s objectives to benefit BID levy payers
  • Frame annual and term budgets for delivery of the Business Plan objectives
  • Ensure effective financial management of the BID company and levy income, working with the BID accountant, and provide monthly financial reports and management accounts to the Board
  • Identify and pursue additional funding sources via grants, private sector involvement and additional contributions
  • Develop strong working relationships with, partner organisations, agencies, the public and voluntary sectors, resident groups and stakeholders across the BID area to promote and secure delivery of the Business Plan objectives
  • Manage the BID’s social media presence and content development for the various platforms
  • Plan, promote and manage events (for example “The Big Hoolie”) and produce an annual events schedule delivering on the Business Plan objectives.
  • Identify training opportunities for businesses, including finance, health and safety legislation, and HR support and manage delivery of training courses or resources.
  • Ensure the effective management of the BID Company, including day-to-day administrative tasks, office management, employment matters, contracts, health and safety, HR and project management.
  • Manage any BID staff, including the Social Media and Marketing Officer.
  • Develop and implement initiatives to expand participation in the BID opt‑in strategy.
Person Specification
  • Knowledge of St Andrews and the businesses within the town
  • Relevant experience of engaging with businesses and organisations
  • Ability to manage multiple projects independently
  • Previous experience in a multi-functional operational role
  • Awareness, understanding, and experience of the key issues and challenges affecting the tourism, retail, leisure, public, and other sectors with an interest in the BID area.
  • Experience of dealing with the media and press.
  • Proven experience in building and maintaining strong working relationships with a diverse range of partners.
  • Ability to effectively present business cases to key stakeholders.
  • Proficiency in Microsoft Office applications
  • Excellent communication skills, with a strong commitment to collaborating with businesses and stakeholders.
  • Ability to work independently as well as part of a team.
  • Experience of financial management.
  • Experience of budget management.
  • Experience of planning and delivering successful campaigns.
  • Ability to work under pressure and meet tight deadlines.
