About The Role

An exciting opportunity has arisen for an experienced Bid Manager to join our Eastern region Pre-Contracts team.

Bid Manager

Sector: Rail / Civil Engineering

Location: Barnsley

About The Role

An exciting opportunity has arisen for an experienced Bid Manager to join our Eastern region Pre-Contracts team.

This is a key work-winning role that combines both bid management and bid writing responsibilities, requiring an individual who can lead and coordinate tender submissions whilst also producing high-quality written responses. The successful candidate will take ownership of multiple tender opportunities, working closely with estimators, operational teams and subject matter experts to develop compelling submissions that maximise our chances of success.

The role has been created to strengthen bid management capability within the region, ensuring effective coordination of tender opportunities whilst also providing additional bid writing resource to support ongoing growth and reduce reliance on central support functions.

Business Unit

A busy and fast-paced region delivering a diverse portfolio of civil engineering and infrastructure projects within the rail sector and wider infrastructure markets.

Projects typical include:

  • Rail infrastructure and enhancement works
  • Bridges, structures and station projects
  • Earthworks and embankment stabilisation
  • Lineside civils and drainage works
  • Civil engineering frameworks and major projects
  • Multi-disciplinary infrastructure schemes

The region delivers both framework and competitively tendered projects for key clients including Network Rail and other public and private sector organisations.

The Role

As Bid Manager, you will be responsible for leading the management, coordination and submission of tender opportunities from initial enquiry through to contract award.

Unlike a traditional bid management role, this position will also require significant involvement in the development of written content, including drafting, editing and quality reviewing technical and quality responses. The successful candidate will therefore possess strong writing capabilities alongside bid management experience.

Working as part of the regional Pre-Contracts team, you will collaborate closely with estimators, planners, commercial leads and operational delivery teams to produce high-quality, winning submissions.

Key Responsibilities
  • Lead and manage tender opportunities from enquiry through to submission.
  • Coordinate bid activities and submission programmes, ensuring deadlines are achieved.
  • Facilitate tender launch, progress and review meetings.
  • Develop bid strategies and submission plans aligned to client requirements.
  • Review tender documentation and identify key submission requirements, risks and actions.
  • Produce, develop and edit written responses for SQ, PQQ and tender submissions.
  • Prepare answer plans and coordinate contributions from technical authors and subject matter experts.
  • Write compelling technical, quality and narrative responses that clearly demonstrate our capability and value proposition.
  • Review and improve written submissions to ensure consistency, clarity and compliance.
  • Work closely with estimators and operational teams to translate technical solutions into client-focused responses.
  • Manage clarifications, tender queries and addenda throughout the bid process.
  • Coordinate submission documentation and ensure compliance with client requirements.
  • Capture lessons learned and client feedback to support continuous improvement.
  • Support the development of bid libraries, best practice content and work-winning processes.
  • Contribute to regional business development and pipeline discussions.
About You

We are seeking an experienced Bid Manager who is equally comfortable managing tender processes and producing high-quality written submissions.

You will have excellent communication skills, strong attention to detail and the ability to work effectively across multiple disciplines within a deadline-driven environment.

Essential Skills & Experience
  • Previous Bid Manager, Senior Bid Manager or similar work-winning experience within rail, civil engineering or construction.
  • Proven experience managing competitive tender submissions.
  • Strong bid writing, editing and proofreading capabilities.
  • Ability to develop persuasive written responses tailored to client requirements.
  • Experience coordinating contributions from technical, operational and commercial teams.
  • Strong organisational and project management skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple tenders simultaneously.
  • Good understanding of civil engineering projects, methodologies and project delivery.
Qualifications
  • HNC/HND or Degree in Civil Engineering, Construction Management or a related discipline.
  • Alternatively, equivalent industry experience within rail or civil engineering environments.
Desirable
  • Experience within rail infrastructure projects.
  • Knowledge of Network Rail procurement and tendering processes.
  • APMP qualification or equivalent bid management accreditation.
What We Offer
  • Competitive salary, dependent upon experience.
  • Company Car or Car Allowance.
  • 25 days annual leave plus bank holidays, increasing with service.
  • Company contributory pension scheme.
  • Life Insurance.
  • Medicash Health Cash Plan and Rewards.
  • Structured training and development opportunities.
  • Internal leadership and development programmes.
  • Career progression opportunities within a growing national business.
