Job description

We are excited to present an exceptional clinical leadership opportunity at system level within the Birmingham and Solihull Mental Health, Learning Disability and Autism Provider Collaborative. We are actively seeking an experienced and autonomous clinician to lead our LD and Autism (LDA) programme, focusing on providing strategic leadership and direction across the system.

As the ideal candidate, you should possess extensive strategic experience working within LDA services combined with a background of working clinically with service users who have a learning disability and/or autism. You will be leading a committed team of people who have service user safety and experience at the heart of what they do and who have developed great relationships across the system.

Birmingham & Solihull ICS has established a Learning Disabilities & Autism programme to deliver improvements in care and support for people with a learning disability and Autistic people in line with our 10-year system strategy.

The System Clinical Lead will work closely with the System Senior Responsible Officer to provide clinical leadership to the programme, support teams across our system to work together to improve the care and support we provide and contribute to the effective delivery of national standards of care. The postholder will act as the system lead for the programme across health, and work in partnership with social care, taking into account new policies and research from the NHS.

The System Lead will be responsible for prioritizing actions and programmes across the BSOL System to improve the outcomes for people with Learning Disabilities and Autism.

The postholder will also be responsible for the quality oversight of Learning Disability and Autism commissioning for the Reach Out regional secure care provider collaborative. This will include providing expert clinical advice on transformation programmes, quality performance and supporting challenged providers.

Responsibilities

The post holder will provide day to day clinical direction and leadership for the BSOL System Learning Disabilities and Autism transformation programme, supporting the Senior Responsible Officer to ensure that there is a transparent and effective, prioritised work programme delivered to agreed timelines to support the transformation and improvement agenda. The post holder will also support the clinical delivery of the planned programme, and evidence the clinical benefits from when the plans are realised.

The role will also provide expert clinical advice to the Reach Out regional secure care provider collaborative and support Learning Disabilities and Autism transformation programmes, provide inquiry and challenge to performance, and support clinical quality improvement across the region.

The postholder will advise and ensure the use of evidence-based approaches and population health information within the clinical leadership to inform clinical transformation and commissioning decisions, ensuring that effective engagement occurs, with citizens, carers and professionals.

The post holder will be able to work across a number of complex working environments and work innovatively to support the development of solutions to current barriers in the delivery of services for people with learning disabilities or autistic people, in line with Building the Right Support, alongside relevant Acts, Government and local strategies, NHS Long term plan & LD Improvement standards and recommendations from system reviews such as PHE Deep Dive; LGA Peer review.

It is expected that membership of key regional and national forums is held, e.g. the national Mental Health, Learning Disabilities and Autism network, and that the system and regional provider collaboratives are represented at the regional Quality Forum and other NHSE regional and national groups, including on occasion performance meetings and quality/risk summits.
