About the Role

Responsible for delivering high quality inspections and assessments of building control bodies, contributing to the regulation of the building control profession and supporting the safe delivery of BSR objectives. This role helps secure the safety of people in and around buildings in relation to risks from buildings and improves building standards.


Working Pattern

Part‑time working hours are available for this role. Candidates can commit to a minimum of 30 hours per week.


About the Building Safety Regulator (BSR)

On 30 June 2025 the Building Safety Regulator will become an Arms Length Body (ALB) of the Ministry for Housing, Communities and Local Government (MHCLG) and will move out of HSE, becoming a Non‑crown, Non‑Departmental Public Body (NDPB). Successful candidates will first be onboarded to HSE, with a move to the new NDPB in due course.


Key Responsibilities


  • Lead the delivery of the Professional Standards Unit (PSU)’s allocated risk‑based inspections of Building Control Bodies (BCBs) covering local authorities and the private sector, working on more than one inspection at once while adhering to internal quality assurance processes.

  • Instigate and support the enforcement process and procedures, ensuring the consistent application of enforcement tools.

  • Lead Registered Building Control Approver (RBCA) registration assessments within budget and quality expectations.

  • Manage your own time and resources effectively, taking ownership of issues that could impact delivery of your and the wider team’s objectives; escalating risks and issues to the Audit Manager in a timely manner.

  • Use approved systems, policies and processes with an analytical approach to assure quality and evidence‑based outcomes.

  • Act as a collegiate member of the inspection team, supporting colleagues and fostering a culture of continuous improvement.

Security and Checks

Successful candidates must undergo a criminal record check and baseline personnel security standard checks. HSE reserves the right to conduct additional checks, including Google and social media checks, in line with Civil Service Commission Principles.


From 23 June 2025 pre‑employment checks will include verification against the Internal Fraud Hub (IFH); inclusion on the database results in refusal of employment. Appeals can be made via internal.fraud@cabinetoffice.gov.uk.

Qualifications


  • Knowledge and experience of delivering risk‑based audit/inspection reviews using defined procedures and systems.

  • Ability to critically evaluate and analyse information to assess compliance with rules and inform robust decision making.

  • Experience working as part of a team to deliver effective quality outcomes.

  • Communication and interpersonal skills with a quality‑focused mindset.

  • Ability to communicate clearly in writing and orally with a wide range of stakeholders.

  • Willingness to undertake relevant training programmes and commit to regulatory skills and knowledge development.

  • Internal Audit qualification (CIA) or willingness to work towards it while in post.


Salary and Benefits

Base salary of £47,686. HSE contributes £13,814 toward a Civil Service Defined Benefit Pension scheme.
